REGULAR MEETING OF THE JEFFERSON COUNTY PUBLIC LIBRARY BOARD OF TRUSTEES

September 8, 2022
Present: Kathy Crafton, President; Robyn Ryle, Vice-President; Terry Phillips, Secretary; Joy Culp, Treasurer; Sally Wurtz, Kathy Rosenberg, Judi Terpening, Director; Jess McAlister, Assistant Director.
Not Present: Kelly Joyce, Mary Kay Butler.
President Crafton opened the regular meeting at 4:07 P.M. Wurtz made a motion to approve the agenda. Phillips seconded. Motion carried.
No members of the public were present for the 2023 budget hearing.
Rick Anderson from Veregy returned to share the revised Energy Savings Project and answer questions from the Board. No decision was made at this time.
Wurtz made a motion to approve the minutes from the July 14, 2022 Executive Session. Ryle seconded. Motion carried. Phillips made a motion to approve the minutes from the August 11, 2022 regular meeting. Wurtz seconded. Motion carried.
Treasurer’s Report & Approval of Claims
Culp gave the financial report:
Operating Fund expenditures August 12 through September 8, 2022 were $114,378.25. Expenditures from all funds were $129,541.15. Operating Fund receipts were $8,885.49. Receipts to all funds were $23,081.34. Balance in the Operating Fund as of September 8, 2022, was $1,516,119.60. Total bank balance was $2,014,797.72.
There were 3 checks over $6,000:
$9,903.72 to Jefferson County Treasurer for health insurance premiums.
$7,608.79 to Duke Energy for electricity at 3 buildings.
$9,219.54 to Midwest Tape for Hoopla, audiobooks, DVDs and playaways
The following transfer was made within the Operating Fund:
$1,300.00 from 3.31 Advertising & Public Notices to 3.42 Other Insurance.
Phillips made a motion to approve payment of claims in the amount of $129,541.15. Ryle seconded. Motion carried.
Director Terpening’s report
Adult Programming
15 events with 159 attendees.
There were 4 Online Drawing & Painting classes with 13 attendees.
4 Landscape Painting & Portrait Drawing classes with 16 attendees.
Red Cross Blood Drive had 56 attendees.
There were 35 Take and Make Crafts for Boba Tea and 14 for the Essential Oil Bracelet Project.
Hanover Book Group had 9 attendees.
Framed Quilt Squares had 6 attendees at Hope Community and 10 at Jewel Place. There were 21 meetings with 93 attendees.
Children’s Services and Teens Programming
5 programs with 264 attendees.
Motsinger, Rike and Westmoreland attended the 2-day ILF Youth Services Conference in Plainfield, Indiana.
Library booth had 29 visitors at the Farmer's Market.
Story Line had 28 calls.
Circulation
Circulations of all materials were up almost 6% compared to August 2021.
Social media and website visits were up and the Library has 600 followers on Instagram.
Staff and Volunteers
Regional Coordinator Courtney Brown from the State Library came for a site visit.
McAlister went to Hanover College to sign students up for library cards.
Weeding the collection is ongoing.
Motsinger and Terpening are both now certified as LC 1 librarians.
Ongoing and Upcoming Events
September is Library Card Sign-up Month. By signing up or showing a current card, patrons will receive a gift. New sign-ups will be entered in a drawing for a gift basket.
The Library has been setting up a booth at the Farmer's Market monthly.
Children's Department now has a "Vet Clinic" in the dramatic play area.
The Library is offering Take and Make crafts again.
Building
The Naloxbox is up at the Hanover Branch.
Hindman completed the art appraisal and it has been shared with the insurance agent. He suggested increasing coverage in that part of the policy, which will cost an extra $121 a year.
Utility bills for gas and electric were averaged for the past year and put into a spreadsheet as requested last month.
Friends of the Library
A sidewalk sale was held August 27. The Fall Book Sale will be September 23-25.
Miscellaneous
More hotspots were added to the collection bringing the total to 30.
Correspondence
Received the 2021 annual report from the Community Foundation.
Received cards from La Casa Amiga thanking Motsinger for the outreach visits to their facility.
Continuing Business - None
New Business
Phillips made a motion to approve the Confidentiality of Records Policy with no changes. Ryle seconded. Motion carried.
