REGULAR MEETING OF THE JEFFERSON COUNTY PUBLIC LIBRARY BOARD OF TRUSTEES

Public Hearing for 2021 Budget
Vice-President Rosenberg opened the meeting at 4:00 PM with the public hearing. Since no members of the public were present to comment on the budget, the Board continued with the regular meeting.

The agenda was approved on a motion by Joyce and a second by Phillips.

Minutes
Phillips made a motion to approve the minutes from the August regular meeting as presented. Seconded by Butler. Motion carried.

Financial Report
Culp gave the financial report:

  • Operating Fund expenditures August 14 through August September 10, 2020 were $85,175.77. Expenditures from all funds were $97,256.29. Operating Fund receipts were $127,914.39. Receipts to all funds were $139,183.67. Balance in the Operating Fund as of September 10 was $1,212,096.92. Total bank balance was $1,758,830.29.

  • There was 1 check over $6,000:

    • $9,132.71 to Jefferson County Treasurer for health insurance premiums (Library share was $7,161.15).

Phillips moved to accept the financial report as presented.  Crafton seconded. Motion carried.

Director Terpening’s report

Adult Programming

  • 8 programs with 326 attendees

  • Hanover Book Group, led by Terpening, had 8 attendees.

  • We hosted the Red Cross Blood Drive twice in August and had 58 attendees.

  • There were 5 online Drawing & Painting classes with a total of 260 attendees.

Youth Services

  • Children's Department took a break from programming for the month of August and had the opportunity to do some online training.

  • Interviews were held for a new Children's Assistant.

  • Motsinger and Rike attended the ILF Youth Services Virtual Conference August 17-19.

Circulation

  • World Book online usage increased substantially when school started.

  • New library cards, computer usage and transits all increased.

  • September is Library Card Sign-up Month. Anyone 5 years old and up who signs up for a new first-time library card in September is entered in a weekly drawing for a gift card.

Staff

  • We hired a new Children’s Assistant, Hope Westmoreland.

Technology

  • We now have a self-checkout available at the Hanover Branch. We were able to set it up with a regular computer for less than $2000. New ones like the one at Madison now sell for $9000. 

Building

  • We received 2 estimates for the HVAC drainage fix and hired Ohio Valley Plumbing, who had the lowest price and we've had good experience with them. Kamden Mahoney will do the work on September 15.

  • The gutters have been cleaned but some of the drain pipes on Elm Street appear to be clogged so we will have Sandusky Construction come back to clear those.

  • After the annual elevator inspection by DHS, we were told we have to make some updates to the door going into the elevator machinery room to bring it up to code.

  • We are consulting with Jim Peters about making some improvements to the outdoor space at the Hanover Branch. We will also get an estimate from him on inside painting and carpet replacement at a later date.

  • We received an estimate from Teton for repairs to the steps and brickwork on the Elm Street entrance to the Madison building.

Grants

  • We are gathering the necessary information to apply for a $1400 Mini CARES Act grant.

Covid-19

  • Terpening shared more updates to the REALM Study from the Institute of Museum and Library Services regarding how the coronavirus lives on surfaces of library materials. We will continue to quarantine returned library materials for 24 hours.

Friends of the Library

  • The Friends held two sidewalk sales in August and made over $300 on one of them. The next one will be September 19 from 9am-12pm and will feature a variety of items.

Correspondence

  • We received a thank you note and a donation from a grateful patron expressing his appreciation for the library and the services we offer.

Continuing Business

  • The Website Privacy Policy was discussed and will need further review by the Policy Review Committee. A vote was tabled until the October meeting.

New Business

  • Phillips made a motion to approve the Confidentiality of Library Records Policy as presented with no changes to the previous policy. Joyce seconded. Motion carried.
