Photography & Video Policy
January 2022
The Jefferson County Public Library understands that there may be individuals who wish to take photographs or videos while visiting the Library for a variety of reasons.
As a public space, patrons who visit cannot expect full privacy once they enter the building; however, the following guidelines are established to ensure that all persons are still able to conduct their business without disruption and to support the Library’s mission which is:
to obtain and use information in a variety of formats;
to pursue lifelong learning;
to explore recreational interests; and
to better understand personal and regional heritage.
Individual Photography and Recording
Permission is not needed for individuals to take photographs or videos inside the Library or of Library property where the public is already permitted. Guidelines are as follows:
The taking of photographs or videos must not interfere with anyone’s enjoyment of the Library or their ingress or egress from the building.
Photos of minors and/or the use of their last name may only be used with permission of the respective parent or caregiver.
If extra equipment or set up is required (such as the use of a tripod, flash, or microphone) the permission of the Library Director must be obtained prior to use.
It is the responsibility of individuals to obtain permission from copyright holders prior to photographing or video recording any copyrighted materials.
Commercial Photography and Recording
The Library does not allow commercial photography or recording unless permission has been granted by the Director. Commercial photography is defined as photography used to promote and/or market products or services.
Organizations that use the Library for meetings may arrange for their own photography or video recording services for their event. In that case, the organization must get the necessary permissions and releases to do so, stay in the area of their event, and abide by the guidelines above.
Staff Photography and Recording
The Library may take photographs or videos to document services and events that take place in the building or on library grounds. These pictures may be copied, displayed, or published for use in promotional materials, publicity, social media, and other avenues to promote the Library. Anyone who does not wish to be photographed should inform a staff member.
This policy also extends to any Friends of the Library events.
Termination
The Library reserves the right to ask any individual to discontinue taking photos or videos if the guidelines above are violated.
