REGULAR MEETING OF THE JEFFERSON COUNTY PUBLIC LIBRARY BOARD OF TRUSTEES
420 W. MAIN ST., MADISON, IN 47250

September 8, 2022

Present: Kathy Crafton, President; Terry Phillips, Secretary; Joy Culp, Treasurer; Sally Wurtz, Kelly Joyce, Mary Kay Butler, Judi Terpening, Director; Jess McAlister, Assistant Director.

Not Present: Robin Ryle, Kathy Rosenberg.

President Crafton opened the regular meeting at 4:03 P.M. Wurtz made a motion to approve the agenda. Phillips seconded. Motion carried.

No members of the public were present for the 2023 Budget Adoption. Phillips made a motion to approve the 2023 Budget as presented. Wurtz seconded. Motion carried.

Phillips made a motion to approve the minutes from the September 8, 2022 regular meeting. Joyce seconded. Motion carried.

Treasurer’s Report & Approval of Claims
Culp gave the financial report:

  • Operating Fund expenditures September 9 through October 13, 2022 were $156,975.51. Expenditures from all funds were $178,616.26. Operating Fund receipts were $1,356.24. Receipts to all funds were $21,475.19. Balance in the Operating Fund as of October 13, 2022, was $1,360,546.33. Total bank balance was $1,857,702.65.

  • There were 2 checks over $6,000:

    • $9,903.72 to Jefferson County Treasurer for health insurance premiums.

    • $7,532.05 to Duke Energy for electricity at 3 buildings.

Phillips made a motion to approve payment of claims in the amount of $178,616.26. Wurtz seconded. Motion carried.

Director Terpening’s report

Adult Programming

  • 12 events with 53 attendees.

  • There were 5 Online Drawing & Painting classes with 17 attendees.

  • 3 Landscape Painting & Portrait Drawing classes with 12 attendees.

  • Trinket Tray craft had 15 participants. Shrinky Dinks had 4.

  • Hanover Book Group had 9 attendees.

  • 8 attendees made bookmarks at Hope Community.

  • There were 27 meetings with 127 attendees.

Children’s Services and Teens Programming

  • 15 programs with 579 attendees.

  • Story Times had 61 attendees and Mother Goose on the Loose had 55.

  • Reading to Dogs had 26 attendees.

  • Library booth had 45 visitors at the Farmer's Market and 111 at the Hispanic Cultural Festival.

  • Youth Tailgate Party had 72.

  • Story Line had 33 calls.

Circulation

  • Circulations of physical items and eBooks were up 4% compared to September 2021.

  • People count was up 20%.

  • There were 4% more website visits. Likes on Facebook increased and 21,598 people were reached on social media.

Staff and Volunteers

  • Outreach Coordinator Hughes attended the ABOS Conference. She learned a lot and has more ideas for expanding that program.

  • Local Historian Fife attended the Landmark Conference in South Bend.

  • AVC has set up cybersecurity training for staff to complete. Each training video is followed by a quiz.

  • A staff meeting was held on October 6.

Community Involvement

  • Anderson Elementary School set up a book vending machine for students. The Library donated some prize books leftover from Summer Reading to fill it the first time.

  • The Library set up a booth at Farmer's Market once a month during the summer. There were scavenger hunts and art programs. 

Ongoing and Upcoming Events

  • September was Library Card Sign-up Month. By signing up or showing a current card, patrons could receive a wristlet with the Library logo on it. There was also a drawing for a gift basket at the end of the month. 77 people signed up for a new card.

  • The "Resilience" program was held at the Hanover Branch in September and will be repeated at Madison on October 18. The documentary will be shown with a discussion afterwards. The program is being presented by the Jefferson County Healthy Communities Initiative.

  • An Author Talk by Dr. William Cooke, author of "Canary in the Coal Mine", will be held on October 17 at Madison.

  • The Pumpkin Decorating Contest will be held on October 28-29.

Building

  • Dunlap has not yet provided an estimate for the wall and hall repairs downstairs, so Terpening would like to move forward with Sandusky doing the work.

  • The sunroom window at the Hanover Branch has been replaced by Glass Unlimited.

  • Contacted a representative from PSG Energy to get another opinion on the Energy Savings Project presented by Veregy. They will do a site visit on October 18.

Friends of the Library

  • The Fall Book Sale made approximately $3,800.00. National Friends of the Library Appreciation week is October 16-22. The Library will provide a special treat at their next meeting.

Miscellaneous 

  • Information from the 2020 Census showed that Jefferson County's population is now 33,147, an increase of 719 people.

  • Terpening updated the Library ad in the Madison Chamber Directory.

Correspondence

  • A patron used the Library's fax service and sent an email about the good service he received.

  • A patron told one of our staff members how much they love the library. She specifically mentioned the no fines policy, friendly, helpful staff and clean building.

Continuing Business - None

New Business

  • Butler made a motion to approve the Resolution to Establish Photograph Agreement with Jefferson County Historical Society. Wurtz seconded. Motion carried.

  • The Internet Acceptable Use Policy was reviewed and no changes were recommended. A public hearing will be held at the regular board meeting on November 10 at 4:00 P.M.

  • Staff raises for 2023 were discussed. Discussion will continue at the November meeting.

Motion to adjourn by Phillips at 4:45 P.M. Joyce seconded. Meeting adjourned.
