REGULAR MEETING OF THE JEFFERSON COUNTY PUBLIC LIBRARY BOARD OF TRUSTEES

Phillips made a motion to approve the 2022 budget as presented. Butler seconded. Motion carried. No members of the public attended.

The regular meeting was opened at 4:05 P.M. by President Rosenberg. Representatives from Veregy were added to the agenda. Wurtz made a motion to approve the agenda as amended. Phillips seconded. Motion carried.

Rick Anderson and Mark Frost from Veregy gave a 30 minutes presentation about an Energy Savings Project they created for the library.

Phillips made a motion to approve the minutes from the September meeting. Butler seconded. Motion carried

Financial Report
Culp gave the financial report:

  • Operating Fund expenditures September 21 through October 14, 2021 were $95,796.04. Expenditures from all funds were $114,246.86. Operating Fund receipts were $1,538.81. Receipts to all funds were $15,139.00. Balance in the Operating Fund as of October 14 was $1,312,186.19. Total bank balance was $1,797,684.15.

  • There was 1 check over $6,000:

    • $7,248.04 to Synchrony Bank for Amazon purchases. $4,778.96 was for a scanner, external hard drives and utility cart that will be reimbursed by an LSTA grant.

  • The following transfers were made within the Operating Fund:

    • $9,000.00 from 3.61 Buildings and Structures to 3.146 eBook Services.

    • $5,000.00 from 3.61 Buildings and Structures to 3.148 Public Databases.

Phillips moved to accept the financial report as presented. Ryle seconded. Motion carried.

Director Terpening’s report

Adult Programming

  • 15 events with 79 attendees.

  • There were 4 online Drawing and Painting classes with 14 participants and 3 in-person classes with 15 participants.

  • 4 Yoga class had 24 attendees.

  • 3 Strive for Five meetings had 20 attendees.

  • Hanover Book Group had 6 attendees.

  • We hosted 7 meetings with 46 attendees.

Children’s Services and Teens Programming

  • 22 programs with 645 attendees.

  • Story times and Mother Goose continued to be outdoors at John Paul Park.

  • Take-and-Make crafts were still available for patrons to do at home.

  • Outreach programs were at Farmer's Market, Hispanic Culture Festival, and Healthy Lifestyles Youth Tailgate event.

Circulation

  • Circulation of physical items was still down.

  • People count went up by about 750 people.

  • Website hits were a little lower but social media was higher.

Staff and Volunteers

  • Board bios are scheduled for the newsletter through January.

  • Hughes and McAlister have been going to local health care facilities to do crafts with residents. Terpening shared some photos from the visits.

  • McAlister has officially filled the position of Assistant Director after achieving the required certification.

Building

  • Boldery is going to paint the shutters that don't need repaired and put them on the front of the building.

Programs

  • 39 adults and 20 children signed up for new library cards during Library Card Sign up Month in September. They were entered in a drawing and one winner from each group was awarded a gift basket designed by staff member Poling.

Services

  • Hoopla Flex goes live on October 20. It is a collection of titles available only to JCPL patrons. It works like Overdrive and Libby and holds can be placed. After 6 months they will also be available to the consortium. Hoopla Instant Borrows will still be available.

  • Resilient Jefferson County surveys are available online through the JCPL website or in physical form, available at the circulation desk.

Technology

  • Two quotes were presented for purchases from AVC Technology:

    • $17,219.62 for new servers.

    • $10,757.33 for new computers and laptops.

  • Phillips made a motion to approve the purchases from AVC as presented. Ryle seconded. Motion carried.

Friends of the Library

  • The Friends made between $2,500 and $3,000 at the fall book sale.

Correspondence

  • The Children's department received several thank you notes from children who attended the Healthy Lifestyles Tailgate event and the Hispanic Festival.

Continuing Business - None

New Business

  • Evergreen is scheduled to do an upgrade on Thanksgiving Day and the following Friday. Due to limited availability of services, Terpening requested to close the Library on Friday, November 26 following the scheduled closing on Thanksgiving Day. Joyce made a motion to approve the closing. Ryle seconded. Motion carried.

  • Staff Raises for 2022 were discussed. A vote will be taken at the December meeting.
