REGULAR MEETING OF THE JEFFERSON COUNTY PUBLIC LIBRARY BOARD OF TRUSTEES

2021 Budget Adoption
President Wurtz opened the meeting at 4:02 PM with the 2021 Budget Adoption. Phillips made a motion to approve the 2021 budget as presented. Butler seconded. Motion carried.

The agenda was approved on a motion by Butler and a second by Crafton.

Minutes
Phillips made a motion to approve the minutes from the September regular meeting as presented. Seconded by Joyce. Motion carried.

Financial Report
Culp gave the financial report:

  • Operating Fund expenditures September 11 through October 8, 2020 were $98,217.68. Expenditures from all funds were $110,380.15. Operating Fund receipts were $1,499.24. Receipts to all funds were $12,890.63. Balance in the Operating Fund as of October 8 was $1,115,378.48. Total bank balance was $1,661,340.77.

  • There were 2 checks over $6,000:

    • $9,132.71 to Jefferson County Treasurer for health insurance premiums.

    • $8,728.74 to Baker & Taylor for books.

  • The following appropriation transfers were made within the Operating Fund:

    • $1,500.00 from 3.143 Programming Anniversary to 3.21 Telephone and Internet.

    • $2,499.00 from 3.143 Programming Anniversary to 3.31 Advertising & Public Notices.

    • $6,000.00 from 3.52 Electricity to 3.146 Ebook Services.

  • Culp reported that the $50,000 investment CD at Centra Credit Union is due to mature on October 20. It will be closed and the money deposited into the Operating Fund as per SBOA procedures. The Finance Committee will discuss other investments and report at the next meeting.

Phillips moved to accept the financial report as presented. Joyce seconded. Motion carried.

Director Terpening’s report

Adult Programming

  • 5 programs with 233 attendees

  • We hosted our first meeting of an outside organization since March. Attendees followed Covid-19 policy guidelines.

Youth Services

  • 11 programs with 227 attendees.

  • Motsinger is recording story times using our new video equipment.

  • Our teen volunteer is still writing book reviews for Wowbrary.

Circulation

  • Circulation, visitors to the library and Wifi use all increased this month.

Staff and Volunteers

  • We rehired former page, Delainey Phillips, as a Library Assistant. She had been laid off in May due to Covid-19.

  • Lathrem and McAlister have been accepted into the ILF Management Cohort, an 8-week management training course for people working in libraries.

  • We awarded service pins to 5 staff members:

    • 10 years-Rikki Stenger, Melissa Joslin, Kara Motsinger

    • 5 years-Jess McAlister and Judi Terpening

  • Charlie Gannon who has been scanning the Lemen photos is now scanning the scrapbooks. Items are currently being saved on 2 external hard drives.

Training

  • Five staff members attended the virtual ILF Legislative Forum.

Building

  • Drainage issues have been fixed.

  • Exterior painting at the Hanover Branch will begin soon.

  • The elevator has been cleared of the violation.

Promotional Items

  • We have hand sanitizers and pencils to give away.

Programming

  • We will host Warm Welcome to the Library again this year, in partnership with the Elks Club, to give new coats to children in need. We will have a system in place that complies with Covid-19 guidelines. Children's names will be provided by local schools. Library employee Joel Curtis will be providing live music during the event.

Friends of the Library

  • The Friends held a sidewalk sale in September and made $370. They plan to have one more sale this year in October.

Correspondence

  • We received a letter from the Indiana State Library stating that we are in compliance with all library standards.

Continuing Business

  • Phillips made a motion to approve the Website Privacy Policy as presented. Butler seconded. Motion carried.

New Business

  • Terpening asked if we could close the library on November 17 or 18 so all staff could attend the virtual ILF Conference. Joyce made a motion to close both libraries on November 17 to attend the conference. Ryle seconded. Motion carried.

  • Terpening brought up the subject of staff raises in 2021. Other local entities have not yet decided and other libraries' decisions varied. She will continue to gather information and discussion will continue at the November meeting.
