The meeting was opened 4:03 P.M. by President Butler and the agenda was approved.
Minutes
Wurtz moved to accept the minutes from the regular October meeting as presented. Riddle seconded. Motion carried.
Friends of the Library
No report.
Financial Report
Culp gave the financial report:
Operating Fund expenditures October 11 through November 14, 2019 were $117,834.61. Expenditures from all funds were $134,293.98. Operating Fund receipts were $3,965.41. Receipts to all funds were $21,133.63. Balance in the Operating Fund as of November 14 was $810,251.71. Total bank balance was $1,335,981.22.
There was 1 check over $6000:
$10,119.12 to Jefferson County Treasurer for health insurance premiums (Library paid $7940.60).
The following appropriation transfers were made within the Operating Fund:
$10,000 from 1.11 Librarian Salary to 1.12 Full Time
$24,000 from 1.13 Part Time to 1.12 Full Time
$2,500.00 from 1.25 Employer’s Contribution Hoosier START to 1.23 Employer’s Contribution PERF
Riddle moved to accept the financial report as presented. Wurtz seconded. Motion carried.
Director’s report
Terpening reported the following:
Butler signed a letter from the Board thanking Charlie Gannon for his volunteer work scanning all of the Lemen photos He has scanned over 10,000 photos since 2016.
Adult Programming
26 events with 318 attendees.
Murder Mystery Dinner had 63 attendees.
A jigsaw puzzle to work, as an ongoing program, was instituted on the lower landing table at Madison. So far three 1000 piece seasonal puzzles have been completed.
Teen Programming
12 events with 15 attendees.
In October the Teens partnered with the Children’s Department to co-host 4 Cosplay Crafts programs for all ages. A total of 9 attended.
Youth Services
15 events with 452 attendees.
Young Writers are still meeting on Tuesdays. Students’ stories that have been completed will be cataloged and added to our collection.
More items have been purchased for the Creative Play areas of Madison and Hanover.
Motsinger represented the Library at the Ryker’s Ridge Fall Bash Trunk or Treat. Over 200 people stopped by the Library’s table for treats or toys.
Building & Grounds
The architect’s report was available for review at the Board meeting. The report included recommended building repairs and updates and some suggestions for repurposing spaces.
Staff
All staff evaluations have been completed.
Training
Six staff members attended the ILF annual conference in Indianapolis November 4-5. Two attended both days and four attended one day.
Staff Development Day was held on October 14. The day included CPR review and a “Bright Ideas” session where Terpening asked staff for any ideas they have for the library.
Technology
We ordered 5 more hot spots.
We used some of the Dow Corning grant to purchase 10 Chromebooks and a charging cart to be used for the “Girls That Code” program that begins in January.
We are getting a virtual reality kit from the State Library in March. They will set it up and train us how to use it.
Programming
December programs were discussed and several 2020 programs have already been planned.
Miscellaneous
All of the 2020 budget forms have been submitted in Gateway.
Terpening attended the RSVP luncheon November 13. We currently have a senior volunteer who helps on Local History.
Terpening attended the health insurance meeting this week. The County has decided to stay with Custom Design Benefits and will also continue to offer the Britt Clinic in 2020.
Correspondence
We received our report from the State Board of Accounts regarding a recent review of the Library’s financial statements from January 1, 2015 to December 31, 2018. All financial statements were found to be in compliance. The full report was filed on November 12, 2019 and is available on the State Board of Accounts website.
Continuing Business
A motion was made by Rosenberg to approve the Confidentiality of Records Policy as presented. Joyce seconded. Motion carried.
New Business
A motion was made to approve the current Internet and Computer Use Policy with no changes. Riddle seconded. Motion carried.
Joyce made a motion to approve the updated Patron Behavior Policy. Wurtz seconded. Motion carried.
Upon recommendation of the Policy Review Committee, a motion was made by Riddle to approve a 3% raise for all employees beginning in 2020. Rosenberg seconded. Motion carried.
Board members agreed to continue rotating Board meetings in 2020 between Madison and Hanover. Meetings will be held at Hanover in even months and Madison in odd months.
