The meeting was opened at 4:01 P.M. by President Wurtz. All members attended in person. Rosenberg made a motion to approve the agenda. Phillips seconded. Motion carried.

Minutes
Crafton made a motion to approve the minutes from the April regular meeting as presented. Seconded by Rosenberg. Motion carried.

Financial Report
Culp gave the financial report:

  • Operating Fund expenditures April 9 through May 13, 2021 were $146,381.38. Expenditures from all funds were $168,545.49. Operating Fund receipts were $1,794.24. Receipts to all funds were $22,376.97. Balance in the Operating Fund as of May 13 was $1,026,874.42. Total bank balance was $1,528,672.22.

  • There were 2 checks over $6,000:

    • $9,599.47 to Jefferson County Treasurer for health insurance premiums.

    • $12,693.00 to Selective Insurance for annual commercial package/workers comp.

Phillips moved to accept the financial report as presented. Joyce seconded. Motion carried.

Director Terpening’s report

Adult Programming

  • 8 events with 750 attendees.

  • Lori Rader Day, Founders Day Speaker had 2492 Facebook followers with access to her video.

  • Hanover Book Group met in person for the first time since October with 7 attendees. All wore masks and were socially distanced.

  • Online Drawing and Painting Class had 370 attendees in 5 classes. Focus was on portraiture.

  • We hosted 5 meetings with 41 attendees.

Youth Services and Teen Programming

  • 26 programs with 697 attendees.

  • 3 Mother Goose on the Loose programs at John Paul Park, averaging 25 participants each.

  • 301 Grab & Go craft kits made for children, teens and adults.

  • 31 STEM Saturday to Go participants.

  • Story Line had 56 callers.

Circulation

  • Physical circulations were down 31% compared with April 2019.

  • Digital media circulations were up 42%.

  • Visitors to the buildings were down 38%.

  • Increase in online visitors to Local History Department.

  • Social media reached 2500 Facebook followers.

  • 1415 Newsletter recipients.

Staff and Volunteers

  • We purchased new fleeces with the Library logo for staff. They were also offered to the Board.

Building

  • Painting continues on the outside of the building and the basement inside.

  • Repairs and painting of the Hanover building is almost finished.

Programming

  • Summer reading begins June 1 and runs through July 31. Registration and reading logs will be available online or in person. Drawings for prizes will be held every two weeks.

Covid-19

  • The statewide mask mandate ended on April 6. Terpening surveyed staff to ask what they were comfortable with and she asked the County Health Department what they recommend. Based on that information, she asked for recommendations from the Board regarding Library policy. It was decided that word "required" will be removed from Library signage and will now contain wording that kindly suggests wearing a mask. However, a staff member may ask a patron to wear a mask if close contact is necessary to assist them. Masks will still be required for all staff members.

  • The following Library hours will remain in effect until further notice. Madison: Monday-Friday 10am-6pm; Saturday 10am-3pm. Hanover Branch: Monday-Friday 10am-5pm; closed Saturday.

  • We have opened up the study room in Hanover for only 2 people and masks are required.

Friends of the Library

  • They made about $400 at the last sidewalk sale. Upcoming sales are planned for May 8, 22, June 12, 26. A big sale in the auditorium is planned for July 23-25.

  • A moratorium will continue on book donations until after the July sale.

Correspondence

  • A thank you note from Ryker's Ridge School for Motsinger's video presentation about the Summer Reading Program.

  • Thank you emails from Austin Sims and Hilary Beall of the Madison Main Street Program for the Library tour given by Terpening. The Library was featured in their Main Street Mondays newsletter. Hilary also expressed her appreciation of how some of the Library activities have been incorporated into the Farmers Market.

Continuing Business

  • Rosenberg made a motion to approve the updated Borrower Services Policy. Ryle seconded. Motion carried.

  • Culp researched CD rates in the area and shared a comparison spreadsheet with the Board. The best rates for a 60-month CD were at Friendship State Bank (.75%) and Business and Industrial Credit Union (.80%). Business and Industrial would require us to open an account there first. Friendship State Bank would not require us to open an account. We had opened a savings account at Centra Credit Union in 2012 in order to purchase a CD there. That account currently has a balance of $4162.10 and the CD was closed at maturity in 2020. Based on that information Ryle made a motion to purchase a $75,000.00 CD from the Operating Fund at Friendship State Bank for 60 months and to close the Centra Credit Union savings account. Crafton seconded. Motion carried.

  • Phillips made a motion to approve the Disaster Recovery Plan for Computer Systems. Seconded by Rosenberg. Motion carried. 

New Business

  • Nominations were made by Rosenberg for new Board Officers for 2021-2022 as follows: Kathy Rosenberg, President; Kathy Crafton, Vice-President; Robyn Ryle, Secretary; Joy Culp, Treasurer. Seconded by Phillips. Motion carried.

  • A motion was made by Joyce to approve the Resolution for Interfund Transfer of $1.65 from Sales Tax Fund to Operating Fund. Seconded by Crafton. Motion carried.

  • A motion was made by Joyce to approve the Resolution for Interfund Transfer of $1.00 from the PLAC Fund to the Operating Fund. Seconded by Crafton. Motion carried.
