March 14, 2024 Regular Meeting
Present: Robyn Ryle, President; Kelly Joyce, Secretary; Joy Culp, Treasurer; Kathy Crafton, Board Member; Kathy Rosenberg, Board Member; Sally Wurtz, Board Member; Mary Kay Butler, Board Member; Judi Terpening, Director; Jess McAlister, Assistant Director.
Not Present: Terry Phillips
President Ryle opened the regular meeting at 4:06 P.M. Crafton made a motion to approve the agenda. Joyce seconded. Motion carried.
Wurtz made a motion to approve the minutes from the February 8, 2024 regular meeting. Butler seconded. Motion carried.
Treasurer’s Report & Approval of Claims
February 9 through March 14, 2024
Operating Fund expenditures were $263,911.34. Expenditures from all funds were $287,986.12. Operating Fund receipts were $3,295.79. Receipts to all funds were $23,146.33. Balance in the Operating Fund as of March 14, 2024 was $1,187,312.53. Total bank balance was $1,796,902.59.
There was 1 check over $6,000:
$11,072.43 to Jefferson County Treasurer for health insurance premiums.
The 2023 Annual Financial Report was submitted on time.
The State Board of Accounts audit began the end of February.
A list of outstanding checks that were more than 2 years old was given to Robyn Ryle, President of the Board of Finance.
Culp and Terpening had discussed canceling the $75,000.00 CD at Friendship State Bank, which is only earning .75% and matures in 2026. Culp spoke with bank personnel at Friendship about purchasing a new 6 month CD for $100,000.00 at their current rate of 4.75%. The bank would not charge a penalty for early withdrawal if we are purchasing another CD. First Financial Bank and German American Bank were also contacted about CD rates and neither offered a 6 month CD for a better rate. The Board was in favor of the new investment.
Wurtz made a motion to approve the payment of claims in the amount of $287,986.12. Joyce seconded. Motion carried.
Director Terpening’s report
February Adult Programming
21 events with 311 attendees.
Online Drawing & Painting Class had 10 attendees in 5 classes.
Acrylic Painting Class: Art Show had 11 attendees.
Comics & Graphic Storytelling Class had 40 attendees in 2 classes.
Salsa Dancing had 28 attendees in 4 classes.
3D Heart Wall Art had 25 attendees in 2 classes.
La Leche League had 18 attendees.
Second Saturday Stitchers had 6 attendees.
Black History Month events were led by Sue Livers. Book Discussion of "All That She Carried" by Tiya Miles had 21 attendees and "The Life of George DeBaptiste" had 79 attendees.
Red Cross Blood Drive had 52 attendees.
Hanover Book Group read Miss Benson's Beetle by Rachel Joyce and had 15 attendees.
Hope Community had 6 attendees for Thumbprint Magnets Craft.
Winter Reading ended February 29. There were 149 participants reading 1216 books.
Meetings
17 Meetings with 110 attendees.
Outreach
27 deliveries and circulated 149 items.
Children’s & Young Adult
16 programs with 338 attendees.
Mother Goose on the Loose had 95 attendees in 4 sessions at Madison.
All Ages Story Time had 91 attendees in 5 sessions at Hanover.
Lego Club had 14 attendees.
Reading to Dogs had 31 attendees (4 dogs, 4 handlers, 23 guests).
Water Color Wonder: Winter Scenes had 14 attendees.
Underground Railroad program had 23 attendees.
Motsinger was the Read Across America guest reader at Ryker's Ridge Elementary. 17 attended.
Winter Reading had 18 teen participants and 66 children.
Young Adult Valentine Cookie Decorating had 24 attendees.
Story Line had 29 calls.
Social Media/Circulation Statistics
Website had 2,943 visits, up 5% over January.
Local History website had 1,265 visits, up 11%.
Monthly newsletter went out to 4,333 recipients.
Facebook likes went up 1.4% to 2,937. Total page followers were 3,488, up 1.5%. Top posts by engagement were the Book Nook Tin photos. Top posts by reach were Winter Reading winners.
Instagram had 751 followers, an increase of 2.2%.
Circulations in February were 15,973 compared to 14,809 in February 2023.
Staff and Volunteers
Fife presented at "Leadership Jefferson County" at the Jefferson County Historical Society.
Staff Development Day on February 19 included: The Library Annual Report, new room reservation platform training, a recycling game, and Julie's retirement party.
Terpening and Zavala worked together to create a display for Women's History Month.
Motsinger, Westmoreland and Rike attended the ILF Youth Services Conference in Bloomington.
Culp and Poling are working on the State Board of Accounts audit.
Terpening received a compliment from a patron regarding their positive interactions with staff, specifically mentioning Stenger, Hughes, Randall and McAlister.

Community
Terpening and McAlister attended the Mayor's City Address.
Magic Show hosted by Safe Place will be March 15.
Underground Railroad program was featured in the Madison Courier.
Terpening was selected to be one of the Strong, Smart and Bold Women of Jefferson County.
Technology and Services
The Konica copier was replaced with a new one. Terpening will request reimbursement from Friends of the Library.
Friends of the Library
There will be a Children's Book Sale April 25-27. It will only include youth materials.
Buildings
Steinhardt's repaired an HVAC unit at the Hanover Branch.
Correspondence
Received the Community Foundation report for the fourth quarter of 2023. Investment growth was 9.98%. Endowed assets grew 14.96% for the year. Positive results continued in 2024 with a growth of 1.02% as of February 22.
Continuing Business - None
New Business
Joyce made a motion to approve the Resolution to Establish Non-Resident Fees, which increases the fee to $48.00. Butler seconded. Motion carried.
Terpening discussed proposed changes to the Meeting Space Policy. Joyce made a motion to approve the Meeting Space Policy with changes. Butler seconded. Motion carried.
Motion to adjourn by Butler at 4:29 P.M. Wurtz seconded. Meeting adjourned.
