MARCH 9, 2023 REGULAR MEETING


Present: Kathy Crafton, President; Robyn Ryle, Vice-President; Terry Phillips, Secretary; Joy Culp, Treasurer; Sally Wurtz, Mary Kay Butler, Kathy Rosenberg, Judi Terpening, Director; Jess McAlister, Assistant Director.

Not Present: Kelly Joyce

President Crafton opened the regular meeting at 4:02 P.M. Wurtz made a motion to approve the agenda. Butler seconded. Motion carried.

Butler made a motion to approve the minutes from the February 9 regular meeting. Wurtz seconded. Motion carried.

Treasurer’s Report & Approval of Claims
February 10 – March 9, 2023

  • Operating Fund expenditures were $125,972.17. Expenditures from all funds were $142,313.78. Operating Fund receipts were $1,571.88. Receipts to all funds were $17,638.07. Balance in the Operating Fund as of March 9, 2023 was $1,370,107.21. Total bank balance was $1,873,529.26.

  • There was 1 check over $6,000:

    • $11,867.78 to Jefferson County Treasurer for health insurance premiums.

  • The following transfers were made within the Operating Fund:

    • $1,000.00 from 2.23 Other Operating Supplies to 2.33 Repair Parts.

Phillips made a motion to approve payment of claims for February 10 through March 9, 2023 in the amount of $142,313.78. Butler seconded. Motion carried.

Director Terpening’s report

Adult Programming

  • 16 events with 201 attendees.

  • Winter Reading had 157 participants reading 1,226 books.

  • 3 Landscape Painting & Portrait Drawing classes with 15 attendees.

  • 4 Online Drawing & Painting classes with 13 attendees.

  • Book Talk with Nan Reinhardt had 11 attendees.

  • Valentine's Day Pop-up Card craft had 21 attendees in 2 classes.

  • Art of the Charcuterie program had 21 attendees.

  • Red Cross Blood Drive had 45 attendees.

  • Hanover Book Group discussed banning and challenging books. 14 attended.

  • On the Fringe of Society-Revitalizing Historic Payne Hollow had 50 attendees.

  • 5 attended the Valentine's Day Wax Melts craft at Hope Community.

  • 6 attended the Custom Door Hangers/Wooden Wreath craft at Hickory Creek.

  • Outreach made 16 deliveries, circulating 100 items. 

  • 17 Meetings with 167 attendees. 

Children’s Services and Teens Programming

  • 11 programs with 197 attendees.

  • Story Time had 77 attendees and Mother Goose on the Loose had 45.

  • Water Color Wonder had 24 attendees.

  • A Celebration of Black History had 4 attendees.

  • Lego Club had 17 attendees.

  • Young Adult Cookie Decorating had 16 attendees.

  • Story Line had 34 calls.

  • Farmer's Market Heart Frame Craft had 25 participants.

  • 82 youth were signed up for Winter Reading by February 28.

Circulation

  • Circulations were over 14,000, up 20% over last February.

  • Overdrive and Hoopla were up 32% over last February.

  • We now have over 3,000 Facebook followers.

  • Instagram continues to grow with 651 followers.

Staff and Volunteers

  • Staff Development Day on February 20 started with a staff meeting and internal controls review, focusing on credit card security. Staff also learned some Spanish, did yoga, made soap, and took a personality test. A representative from Hoosier START/Nationwide gave a presentation to staff and was available for enrollment and questions afterwards.

  • National Library Week is April 23-29. This year's theme is "There's More to the Story." McAlister is ordering T-shirts for staff to wear.

Ongoing and Upcoming Events

  • Adults and Teens - Woven Basket Workshop, Stitching Group, Faux Clay Vase, and Ceramic Tile Art.

  • Children's programs - Mother Goose on the Loose, Story Time, Canvas Kids and Reading to Dogs.

  • Youth Services is preparing for Summer Reading. This year's theme is Blast Off with Books.

Building

Phillips asked for updates on the damp wall repair and the energy conservation assessment.

  • Terpening shared results from her meeting with Telamon and will resume discussions with PSG soon.

  • Terpening had no new information regarding the damp wall repair and is awaiting a call back from the contractor.

Community

  • Senate bill 12 has moved to the House and is now in the Education Committee. For anyone who wants more information, Terpening has a statement from the Indiana Library Federation that explains the bill. Some books have been weeded from the Spanish collection and donated to La Casa Amiga, making room for new bilingual books, which patrons are more interested in. 

  • The Library placed an ad in the Madison Chamber's newly released local map.

Technology

  • All OPACs have been replaced with touch screen iPads. 

  • Staff computers received a Windows update.

Training

  • Terpening attended the Women in Leadership Conference in Franklin, Indiana on February 17.

  • ILF Regional Conference will be held April 28 at New Albany Floyd County Public Library, and is open to staff members who want to go.

Friends of the Library

  • FOL did not meet in February. The next meeting is March 21.

Correspondence

  • Received the Community Foundation report for the 4th quarter of 2022. Investment growth was 9.26%. Year-end results were -12.31%. As of February 17, 2023, endowed assets were up 5.5%.

  • A $500 grant was received from the Cronen/Marsiglio Family Donor Advised Endowment Fund at the Community Foundation. It may be used as needed.

  • Thanks to support from the Broadband Task Force and the Jefferson County Commissioners, three 4-H Junior Leaders were able to participate in the Indiana State 4-H Tech Changemakers Training. This training equipped them to provide digital skill-building workshops to adults in the community. Terpening represents the Library on the Jefferson County Broadband and Digital Inclusion Task Force.

Continuing Business - No continuing business.

New Business

  • Culp shared the 2022 Annual Financial Report, which was submitted in Gateway on February 28.

  • Wurtz made a motion to approve the Resolution to Establish Non-Resident Fees. Butler seconded. Motion carried. Based on the most recent Library statistics, the new annual fee will be set at $45.00.

  • Board members term expirations were reviewed. Wurtz's 3rd term expires June 30, 2023.

  • Terpening presented an updated Collection Development Policy with attached forms. It has been reviewed and approved by legal counsel. One additional change was recommended by Wurtz. Butler made a motion to approve the updated policy with the recommended change. Rosenberg seconded. Motion carried.

Motion to adjourn by Phillips at 4:30 P.M. Butler seconded. Meeting adjourned.
