REGULAR MEETING OF THE JEFFERSON COUNTY PUBLIC LIBRARY BOARD OF TRUSTEES

The meeting was opened at 4:03 P.M. by Vice-President Crafton. Butler made a motion to approve the agenda. Wurtz seconded. Motion carried.
Wurtz made a motion to approve the minutes from the February 2022 regular meeting. Butler seconded. Motion carried.
Culp presented a correction to the January 2022 minutes. The date typed at the bottom of the page was January 2021 and should have been January 2022.
Financial Report
Culp gave the financial report:
Operating Fund expenditures February 11 through March 10, 2022 were $106,186.59. Expenditures from all funds were $121,975.94. Operating Fund receipts were $1,247.69. Receipts to all funds were $15,762.94. Balance in the Operating Fund as of March 10, 2022, was $1,361,838.64. Total bank balance was $1,860,489.35.
There was 1 check over $6,000 for $9,903.72 to Jefferson County Treasurer for health insurance premiums.
The Annual Financial Report was submitted on March 1 in Gateway. The Cash and Investment Statement was advertised in the Madison Courier as required.
Director Terpening’s report
Adult Programming
8 events with 184 attendees.
There were 5 Online Painting & Drawing classes and 4 Landscape Painting & Portrait Drawing classes.
"Crossing Barriers" had 52 attendees.
"Underground Railroad in Jefferson County" had 68 attendees.
Red Cross Blood Drive had 31 attendees.
Hanover Book Group had 11 attendees.
Water/Ways Exhibit ended February 20 and was picked up on February 21.
Winter Reading had 106 participants with 625 books read.
Craft Event at Hope Community had 4 participants.
Craft Event at Jewel Place had 9 participants.
The library hosted 9 meetings with 68 attendees.
Children’s Services and Teens Programming
10 programs with 254 attendees.
There were 3 Water/Ways programs with a total of 24 attendees.
There were 30 Story Times to Go available at Madison and 12 at Hanover.
Winter Reading had 35 child participants and 15 teen participants.
Circulation
Checkout of physical items and electronic items were both up.
People count was up by an average of 60 people a day over 2021.
Social media and website usage were about the same.
Staff and Volunteers
Staff Development Day on February 21 included:
Water/Ways Deinstallation
Department breakout sessions.
Policy reviews and bright ideas.
Community Involvement
Terpening and Joslin attended the dedication of "Mackynzie's Library" at Canaan Community Academy.
McAlister was named chair of the Human Relations Commission.
Collection
The Indiana Digital Consortium continues to load titles from 199 libraries from Overdrive. It is expected to be completed in the next few days and will then be available through the Libby app.
Legislation
HB 1134, HB 1040 and SB 17, all of which could have negatively impacted libraries, were not passed by the Indiana legislature.
Ongoing and Upcoming Events
The Children's Book Sale is going on in the auditorium March 10 to 12.
Story Times and Mother Goose on the Loose will start in April.
Take and Make Crafts for Adults started in March and in-house crafts for adults are planned for the near future.
Technology
The ENA agreement for internet service was signed for another year at a 20% discount through AdTech and the State Library. Spectrum internet was out on March 7 due to a damaged fiber optic line.
Miscellaneous
Terpening attended court via Zoom regarding the Hanover broken window case.
Board member Kathy Rosenberg was featured in the March newsletter.
Friends of the Library
Pop-up Book Sales will be held on Saturdays through April, either outside or inside, depending on the weather.
The Annual Membership meeting will be held in April.
Correspondence
The library received a quarterly report from the Community Foundation. As of February 22, endowed assets were down 5.65%.
Rosenberg received documents from PNC Asset Management regarding a change to the way the Garber Trust is handled. She and Terpening reviewed the documents and decided to seek advice from the library's attorney, Wil Goering. He approved of the change and the board agreed. Terpening will sign the document, have it notarized and return it to PNC.
Continuing Business - None
New Business
A motion was made by Butler to approve the Resolution to Establish Non-Resident Fees from $38.00 to $40.00. Seconded by Ryle. Motion carried.
Butler and Ryle agreed to renewal of their board terms. Appointing bodies were contacted.
Since the State has ended the Public Health Emergency, Terpening recommended that mask requirements be optional for staff and patrons. Board members had no objection.
Motion to adjourn by Phillips at 4:27 P.M. Butler seconded. Meeting adjourned.
