REGULAR MEETING OF THE JEFFERSON COUNTY PUBLIC LIBRARY BOARD OF TRUSTEES

The meeting was opened at 4:00 P.M. by President Wurtz. Attendance was in person and via Zoom. Butler made a motion to approve the agenda. Crafton seconded. Motion carried. Ryle voted aye electronically.

Minutes
Phillips made a motion to approve the minutes from the February regular meeting as presented. Seconded by Joyce. Motion carried. Ryle voted aye electronically.

Financial Report
Culp gave the financial report:

  • Operating Fund expenditures February 12 through March 11, 2021 were $99,583.88. Expenditures from all funds were $107,463.88. Operating Fund receipts were $1,277.27. Receipts to all funds were $13,866.51. Balance in the Operating Fund as of March 11 was $1,250,984.80. Total bank balance was $1,744,162.86.

  • There was 1 check over $6,000: 

    • $9,595.91 to Jefferson County Treasurer for health insurance premiums.

  • The Annual Financial Report, due by March 1, was submitted in Gateway on February 27, 2021.

Phillips moved to accept the financial report as presented. Butler seconded. Motion carried. Ryle voted aye electronically.

Director Terpening’s report

Adult Programming

  • 7 events with 504 attendees

  • Winter Reading had 115 participants reading 443 books.

  • Hanover Book Group met via Zoom with 10 attendees.

  • Online Drawing and Painting Class had 284 attendees in 4 classes. Focus was on portraiture.

  • We hosted 3 meetings with 27 attendees.

Youth Services and Teen Programming

  • 22 programs with 574 attendees.

  • Story Times to Go kits are available. They include 2 books and an activity bag.

  • Grab & Go crafts are still popular for all ages.

  • Children's book bundles are still available for checkout.

  • 23 families participated in Winter Reading. There were 119 entries in the prize drawings and we had 6 winners.

  • 4 young adults participated in Winter reading and each won a prize.

Circulation

  • Physical circulations are still down. Electronic checkouts stayed about the same. Social media had a slight increase in usage.

Staff and Volunteers

  • Hope Westmoreland is the new Young Adult Coordinator. She was already working as an assistant in the Children's Department and will continue to do that but she will also be responsible for Young Adult collection development and programming.

  • We are still searching for an Outreach Assistant.

  • We are having a celebration on Monday, March 22 for Illa Robison, who has been working at the library for 30 years.

Training

  • Staff Development Day was all on Zoom February 15 due to a snowstorm. We learned a lot from Safe Passages concerning domestic violence situations. Hope was the winner of the trivia game.

Building

  • The color committee for choosing new building colors will be Sally Wurtz, Kim Nyberg and Jess McAlister. They will be meeting soon. Tim Boldery will be notified of the new colors as soon as they have been decided. He will start working on the woodwork, window trim and pillars.

Technology

  • We got a new front desk printer.

  • We are getting the old computers ready for recycling.

Programming

  • Work continued on the Waterways Exhibit for 2022. We are looking for programming or speakers whose focus is on water.

  • In April we will do our first outdoor Mother Goose on the Loose story time. It will be at John Paul Park so attendees can socially distance.

  • Reading to Dogs will also be outside on April 17.

  • The new Story Line started March 1.

Collection and Services

  • We now have Overdrive Advantage, which gives us the option to purchase additional copies of high demand eBooks that will only be available to our patrons.

Friends of the Library

  • They will hold their first in-person meeting since covid on March 16.

Correspondence

  • We received a nice letter from Psi lota Xi and a $500 check to be used for outreach.

Continuing Business

  • Culp reported that she has begun the registration process for Trust Indiana. She included herself and the Board of Finance officers, Butler and Joyce as signers on the account. Director Terpening and Office Assistant Poling will have read only access. Joyce made a motion to invest $200,000.00 of the Rainy Day Fund balance with Trust Indiana for four years. Phillips seconded. Motion carried. Ryle voted aye electronically.

New Business

  • Terpening had previously reviewed the Library Annual report with Wurtz so it could be signed and submitted by March 1.

  • Phillips made a motion to accept the Resolution to Establish Non-Resident Fees at $38.00. Seconded by Butler. Motion carried. Ryle voted aye electronically.
