The meeting was opened at 4:05 P.M. by President Butler and the agenda was approved on a motion by Phillips and a second by Joyce.

Minutes
Wurtz made a motion to approve the minutes from the regular June meeting as presented. Joyce seconded. Motion carried.

Financial Report
Culp gave the financial report:

  • Operating Fund expenditures May 15 through June 11, 2020 were $82,544.47. Expenditures from all funds were $96,147.06. Operating Fund receipts were $4,116.74. Receipts to all funds were $18,762.69. Balance in the Operating Fund as of June 11 was $707,541.44. Total bank balance was $1,255,224.76.

  • There was 1 check over $6,000:

    • $10,674.15 to Jefferson County Treasurer for health insurance premiums (Library paid $8,591.65).

Riddle moved to accept the financial report as presented.  Rosenberg seconded. Motion carried.

Director Terpening’s report

Adult Programming

  • 6 events with 441 attendees.

  • Community Art Show had 269 participants and included all ages.

Teen Programming

  • 1 event with 1 attendee.

  • Randall collaborated with local schools to do a summer reading program for teens.

Youth Services

  • 10 events with 497 attendees.

  • Children’s Department continued creating and delivering activity packets to Boy’s and Girl’s Club for their meal program.

  • Motsinger continued with all ages story times on Facebook.

Circulation

  • Physical circulations were down but Overdrive, website hits, and Facebook “likes” increased.

Staff

  • We are still staggering work shifts and scheduling shorter shifts in order to maintain social distancing.

  • Staff member Joslin has been sending notes to some of our regular patrons just to stay in touch.

  • We have continued to do staff meetings and department head meetings virtually.

  • McAlister has been elected to the Evergreen Patron Services Committee and Terpening has been elected as Chair for the Evergreen Executive Committee.

Summer Reading

  • Summer Reading will begin June 15 for Children and Teens and runs through July 25. Reading logs and registrations are available online or they can come in. Programs are available online and story times will continue online.

  • A Facebook page has been created for Summer Reading information.

  • Adult Summer Reading will also run during that time and will have the same format as before. Patrons will fill out a slip for each book read and we will have weekly drawings for gift cards.

Back on Track

  • We started curbside at Madison on May 18.

  • We opened inside at Madison June 8 from 1pm-6pm. Hanover will open inside on June 22 from 9am-2pm. Staff members are all wearing masks and we have masks available for patrons.

  • Holds are now self-service. The “holds” shelf has been set up beside the self-checkout so patrons can use it with no desk interaction if they prefer.

  • “Book Bundles” are available in the Children’s Department for patrons who want to get something quickly. The computers, iPads, and toys have been covered or removed for now.

  • Hand sanitizer is available throughout the building.

  • The book drop was moved from the front desk to the middle of the floor for easy drop off. All items are still being quarantined for 72 hours before they are checked in.

  • River Valley Resources has partnered with United Way to get the Dolly Parton Imagination Library set up for Jefferson County residents. There will be a link on our website.

Friends of the Library

  • The Friends are accepting donations again.

Correspondence

  • We received another check from the Margaret Seifert Trust for $2,858.38.

  • We received the quarterly report from the Community Foundation. Investments results were down 21.93% in the first quarter of 2020.

  • We received several encouraging notes from patrons.

Continuing Business

  • A motion was made by Wurtz to accept the purchase of 12 new public computers from AVC Technology for the quoted price of $15,178.56. The purchase had been pre-approved via email on May 29 by a majority of Board members. Seconded by Riddle. Motion carried.

  • A motion was made by Riddle to approve the Slate of Officers to serve July 1, 2020 - June 30, 2021: Sally Wurtz, President; Kathy Rosenberg, Vice-President; Kathy Crafton, Secretary; Joy Culp, Treasurer. Seconded by Joyce. Motion carried.

New Business

  • A motion was made by Riddle to approve the Declaration of Fiscal Body form required by the State Library. Seconded by Rosenberg. Motion carried.

  • A motion was made by Phillips to approve the current Board By-Laws with no changes. Seconded by Joyce. Motion carried.

  • Terpening presented a Fine Free Proposal which would eliminate fines for late materials circulated by the Jefferson County Public Library, effective July 1, 2020. Patrons would still be responsible for all costs associated with lost and damaged items. A motion was made by Rosenberg to approve the Fine Free Proposal as presented. Seconded by Wurtz. Motion carried.

  • A Criminal Background Policy was presented and discussed. The vote was tabled until the July meeting.

  • Dana Riddle is retiring from the Board after 16 years of service. This is her last meeting.

Board Appointments
The following Board members were sworn in for a four-year term beginning July 1, 2020:

  • Kathy Rosenberg was reappointed by Jefferson County Council for a third term.

  • Kelly Joyce was reappointed by Madison Schools for a second term.

  • Kathy Crafton was newly appointed by Jefferson County Commissioners for a first term, replacing Dana Riddle.
