REGULAR MEETING OF THE JEFFERSON COUNTY PUBLIC LIBRARY BOARD OF TRUSTEES

Present: Kathy Crafton, Vice-President; Robyn Ryle, Vice-President; Joy Culp, Treasurer; Kelly Joyce, Sally Wurtz, Mary Kay Butler, Kathy Rosenberg, Judi Terpening, Director, Jess McAlister, Assistant Director.
Not present: Terry Phillips, Secretary.
President Crafton opened the regular meeting at 4:00 P.M. Wurtz made a motion to approve the agenda. Butler seconded. Motion carried.
Wurtz made a motion to approve the minutes from the June 9, 2022 regular meeting. Butler seconded. Motion carried. Crafton appointed Joyce Secretary Pro Tem for the July meeting.
Treasurer’s Report & Approval of Claims
Culp gave the financial report:
Operating Fund expenditures June 10 through July 14, 2022 were $121,363.14. Expenditures from all funds were $140,885.37. Operating Fund receipts were $861,433.13. Receipts to all funds were $876,977.45. Spring tax draw was $858, 627.64. Balance in the Operating Fund as of July 14, 2022, was $1,732,970.26. Total bank balance was $2,230,360.44.
There were 3 checks over $6,000:
$9,903.72 to Jefferson County Treasurer for health insurance premiums.
$7,423.85 to Midwest Tape for ebooks, audiobooks, and DVDs.
$6,129.62 to Cardmember Services for Visa charges. $2,398.48 was for archival supplies purchased with LSTA grant money, which will be reimbursed. $1,613.90 was for adult summer reading prizes.
Ryle made a motion to approve payment of claims in the amount of $140,885.37. Joyce seconded. Motion carried.
Ryle made a motion to approve a 5% raise for Terpening, effective immediately. Wurtz seconded. Motion carried.
Director Terpening’s report
Adult Programming
21 events with 288 attendees.
There were 5 Online Drawing & Painting classes with 15 attendees.
4 Landscape Painting & Portrait Drawing classes with 19 attendees.
Weaving in the Round had 19 attendees in 2 classes.
Self Defense Workshop had 12.
Red Cross Blood Drive had 42 attendees.
Tie-dye with Bleach had 9 attendees.
Hanover Book Group had 6 attendees.
Yarn Wall Décor had 20 participants at Madison and 11 at Hanover.
Button Faces had 15 participants at Jewel Place and 7 at Hope Community.
There were 15 meetings with 71 attendees.
Children’s Services and Teens Programming
41 programs with 1,272 attendees.
Mother Goose on the Loose had 52 attendees.
Story Time Picnic in the Park had 14 attendees.
Touch-a-Truck kickoff event at the fountain had 300 attendees.
Silly Safaris had 231 attendees.
41 Story Line calls. Some of the local teachers recorded the Story Line this summer.
Teen programming had 6 events with 34 attendees.
Circulation
Visitors have been up every month since January.
18% increase in website visitors.
Facebook went up 410%.
Instagram now has 585 followers.
Staff and Volunteers
Staff Development Day will be on August 8. There will be sessions on therapy and service animals, human trafficking and active shooter training. There will be a scavenger hunt and a potluck for lunch.
Community Involvement
Children's staff did Reading to Dogs at the 4-H Fair.
Terpening was also at the 4-H Fair with the Broadband Task Force.
McAlister met with the Human Relations Commission.
Assisted new teachers by letting them take some of the donated books for their classrooms.

JCPL is one of the libraries on the Indiana Library Passport.
Technology
Had annual tech review with AVC and added Ringfencing and Google Workspace backup.
Building
Dunlap, our new HVAC company, replaced a boiler valve. Terpening will hire Hindman Appraisals for $1500.00 to appraise the Library's artwork.
Miscellaneous
Robyn Ryle presented "When All Cheerleaders Were Boys: Sports and Gender Segregation" at the Madison Library. The program was well attended.
Health insurance estimates will not be available until July 21. The insurance section of the Personnel Policy will remain unchanged until more information is available.
The ODL will be placing a Naloxbox outside at the Hanover Library. The Library's only responsibility will be periodically reporting how many have been taken from the box.
Friends of the Library
Sidewalk sales will continue through July. FOL did not meet in June.
Correspondence
Received a letter from the State Library that JCPL is in compliance with standards.
Had a visit from Jacob Speer, director of the State Library and Scott Garrison, director of MCLS. They were visiting Library directors in Indiana to discuss what was done during covid and what is still being done, and to discuss the future of libraries in the area of training and services.
Continuing Business
Wurtz made a motion to approve the personnel Policy as amended. Ryle seconded. Motion carried.
New Business
The following Board committees were appointed by President Crafton: Personnel; Rosenberg, Joyce, Butler. Finance; Ryle, Culp, Wurtz. Policy Review; Crafton, Phillips, Ryle.
Ryle made a motion to approve the 2023 Salary Scale. Butler seconded. Motion carried.
Wurtz made a motion to approve the Commitment to Join the Indiana State Library Consortium for Public Library Internet Access for Funding Year July 1, 2023 Through June 30, 2024. Butler seconded. Motion carried.
A new signature card for First Financial Bank was signed by Board officers.
Motion to adjourn by Wurtz at 4:55 P.M. Butler seconded. Meeting adjourned.
