REGULAR MEETING OF THE JEFFERSON COUNTY PUBLIC LIBRARY BOARD OF TRUSTEES

The meeting was opened at 4:00 P.M. by President Wurtz. Attendance was in person and via Zoom.

Culp requested that "Resolution to Cancel Outstanding Warrants" be added to the agenda under New Business. Phillips made a motion to approve the agenda as amended. Seconded by Joyce. Wurtz, Phillips, Joyce and Ryle voted aye electronically. Motion carried.

Minutes
Rosenberg made a motion to approve the minutes from the December regular meeting as presented. Seconded by Joyce, Wurtz, Phillips, Joyce and Ryle voted aye electronically. Motion carried.

Financial Report
Culp gave the financial report:

  • Operating Fund expenditures December 11 through December 31, 2020 were $53,536.65. Expenditures from all funds were $64,180.50. Operating Fund receipts were $596,138.60. Fall tax draw was $722,124.15 minus the July advance payment of $126,756.13 making a net property tax settlement of $595,368.02. Receipts to all funds were $604,568.91. Balance in the Operating Fund as of December 31, 2020 was $1,505,515.91. Total bank balance was $1,991,557.70.

  • There was 1 check over $6,000:

    • $9,560.67 to Jefferson County Treasurer for health insurance premiums.

  • Operating Fund expenditures January 1 through January 14, 2021 were $66,637.50. Expenditures from all funds were 71,706.74. Receipts to the Operating Fund were $449.62. Receipts to all funds were $15,131.11. Balance in the Operating Fund as of January 14 was 1,439,328.03. Total bank balance as of January 14, 2021 was $1,934,982.07.

  • There were 2 checks over $6000:

    • $9663.00 to DeBra-Kuempel for annual HVAC maintenance fee.

    • $7030.00 to Indiana State Library Foundation for annual Evergreen membership fee.

Phillips moved to accept the financial report as presented. Ryle seconded. Wurtz, Phillips, Joyce and Ryle voted aye electronically. Motion carried.

Director Terpening’s report

Adult Programming

  • 6 events with 323 attendees

  • We hosted 1 Red Cross blood drive with 50 attendees.

  • Online Drawing and Painting Class had 244 in 4 classes and was covered by WKM News.

Teen Programming

  • Grab & Go crafts for teens and adults continued.

Youth Services

  • 13 programs with 569 attendees.

  • Created Story Times to Go kits that can be picked up with books and activities.

  • Online Ugly Sweater Contest had 6 participants and 56 votes.

Circulation

  • Circulations were down about 50,000 for 2020. But we had over 3000 more checkouts in Overdrive. Hoopla more than doubled in checkouts. Social media has also increased.

Staff and Volunteers

  • Annual evaluations are complete.

  • Staff had a virtual holiday party. Most of the food was paid for thanks to a generous gift from the Board.

Training

  • The ILF Virtual Conference was attended by most of the staff in November.

Building

  • The broken window at the Hanover Branch has been fixed.

  • We now have touchless sinks at the Hanover Branch.

  • The shutters at Madison have all been removed for repair.

Technology

  • New public computers have all been installed.

  • Wireless printing is set up and will be available to the public soon.

  • We have 2 new laptops for staff members who are teleworking.

  • Annual technology review with AVC is complete.

Covid-19

  • We put up new signage when the County went red to remind patrons they still need to wear a mask inside the library buildings.

Friends of the Library

  • Friends may do more sidewalk sales when weather improves.

Correspondence

  • Board received a thank you card from staff for the holiday gift.

Continuing Business - None.

New Business

  • Phillips made a motion to approve the Covid-19 Employee Relief Plan. The plan will basically follow the same guidelines as the FFCRA, which ended December 31, 2020. Motion seconded by Rosenberg. Wurtz, Phillips, Joyce and Ryle voted aye electronically. Motion carried.

  • A 2021 Policy Review Schedule was given to the Board as a guideline for reviewing Library policies.

  • Joyce made a motion to approve the Notary Policy with no changes. Rosenberg seconded. Wurtz, Phillips, Joyce and Ryle voted aye electronically. Motion carried.

  • As required by SBOA, Culp presented a list of checks over 2 years old to be cancelled. Total of checks was $111.95. Phillips made a motion to approve the Resolution to Cancel Outstanding Warrants as presented. Rosenberg seconded. Wurtz, Phillips, Joyce and Ryle voted aye electronically. Motion carried.
