FEBRUARY 9, 2023 REGULAR MEETING
Present: Kathy Crafton, President; Terry Phillips, Secretary; Joy Culp, Treasurer; Kelly Joyce, Mary Kay Butler, Kathy Rosenberg, Judi Terpening, Director; Jess McAlister, Assistant Director.
Not Present: Robyn Ryle, Sally Wurtz
President Crafton opened the regular meeting at 4:05 P.M. Joyce made a motion to approve the agenda. Butler seconded. Motion carried.
Rosenberg made a motion to approve the minutes from the January 12 regular meeting. Phillips seconded. Motion carried.
Treasurer’s Report & Approval of Claims
January 13 – February 9, 2023
Operating Fund expenditures were $128,835.02. Expenditures from all funds were $144,915.97. Operating Fund receipts were $1,427.98. Receipts to all funds were $25,651.49. Balance in the Operating Fund as of February 9, 2023 was $1,494,507.50. Total bank balance was $1,998,204.97.
There were 2 checks over $6,000:
$11,867.78 to Jefferson County Treasurer for health insurance premiums.
$6,125.00 to Jackson Systems for HVAC controls upgrade.
The following transfers were made within the Operating Fund:
$500.00 from 2.31 Building Materials & Supplies to 2.33 Repair Parts.
Joyce made a motion to approve payment of claims for January 13 through February 9, 2023 in the amount of $144,915.97. Rosenberg seconded. Motion carried.
Director Terpening’s report
Adult Programming
12 events with 92 attendees.
3 Landscape Painting & Portrait Drawing classes with 27 attendees.
4 Online Drawing & Painting classes with 13 attendees.
Hanover Book Group held its annual selection meeting. 14 attended, including 5 who were new to the area. Terpening offered various titles that have been banned or challenged at one time. Each participant chose one to read and discuss and the next meeting.
3 attendees for the soap craft at Hope Community.
5 attendees for the suncatcher craft at Hickory Creek.
30 attendees for 2 classes of Melt & Pour Soap.
Outreach made 16 deliveries, circulating 115 items.
11 Meetings with 101 attendees.
Children’s Services and Teens Programming
8 programs with 143 attendees.
Story Time had 37 attendees and Mother Goose on the Loose had 42.
Canvas Kids Painting had 15 attendees.
Young Adult "Get Your Craft On!" had 3 attendees.
Lego Club had 24 attendees.
Story Line had 22 calls.
Winter Reading continues through February 28.
Circulation
Circulations were 14,809.
Facebook and website visits increased.
Staff and Volunteers
Winter Reading for staff is new this year. It will help introduce staff to the Beanstack program, as well as offering some fun challenges.
Staff Development Day will be held February 20. Staff will learn Spanish, chair yoga, soap-making, and take some personality tests to learn about communication styles. A representative from Hoosier START/Nationwide will speak to staff about participation in the plan and will be available for enrollment and questions afterwards.
Terpening and McAlister went to the State House for Advocacy Day on February 7. They were able to meet with Representative Payne and Senator Perfect to discuss some upcoming bills that would affect libraries, such as SB12 Material harmful to minors. As required, JCPL has a challenge process in place and there are already obscenity and pornographic laws in place.
Ongoing and Upcoming Events
Winter Reading continues until February 28.
Building
Terpening met with a representative from Telamon Energy, a solar energy company. He took a mini tour of the Library, but would not be able to help with a new boiler and chiller, since they only offer solar power.
Friends of the Library
FOL did not meet in January and will not meet in February. The next meeting is March 21.
Miscellaneous
Terpening completed the 2022 Annual Report. Based on results of the operating expenditures per capita, the Non-Resident fee will have to be raised to $45.00.
Correspondence
Received a letter from the Community Foundation reporting that the Madison-Jefferson County Public Library Endowment will have $3,300.00 to award to the Library in 2023.
Alanagh Pimlott brought staff a big basket of snacks to show her appreciation for the gift card she won as a Winter Reading prize.
Continuing Business - No continuing business.
New Business
Butler made a motion to approve the updated Information Security Policy. Joyce seconded. Motion carried.
Butler made a motion to approve the Resolution to Rename the State Technology Grant Fund. Rosenberg seconded. Motion carried. It will now be called the Broadband Connectivity Grant Fund.
The Board certified that Internal Controls training has been completed as required.
Board reviewed and President Crafton signed the 2022 Library Annual Report.
Motion to adjourn by Phillips at 4:28 P.M. Butler seconded. Meeting adjourned.
