REGULAR MEETING OF THE JEFFERSON COUNTY PUBLIC LIBRARY BOARD OF TRUSTEES

The regular meeting was opened at 4:00 P.M. by President Butler and the agenda was approved on a motion by Phillips and a second by Joyce.

Minutes
Rosenberg made a motion to approve the minutes from the regular January meeting as presented. Joyce seconded. Motion carried. Joyce made a motion to approve the January Board of Finance meeting minutes as presented. Rosenberg seconded. Motion carried.

Financial Report
Culp gave the financial report:

  • Operating Fund expenditures January 10 through February 13, 2020 were $108,731.32. Expenditures from all funds were $122,493.42. Operating Fund receipts were $4,253.05. Receipts to all funds were $20,876.83. Balance in the Operating Fund as of February 13 was $1,097,255.42. Total bank balance was $1,634,137.03.

  • There were 4 checks over $6,000:

    • $9,929.27 to Jefferson County Treasurer for health insurance premiums (Library paid $7,875.85).

    • $9,382.00 to DeBra-Kuempel for one year of preventative HVAC maintenance.

    • $7,030.00 to Indiana State Library Foundation for annual Evergreen fee.

    • $6,695.58 to Baker and Taylor for books and annual database usage fee ($1,910.00).

Phillips asked what was included in the annual preventative maintenance fee for DeBra-Kuempel. Terpening will bring that information to the March meeting for the Board to review. They would like to compare their cost and services with other HVAC companies to see if a reduction in cost is possible.

Phillips moved to accept the financial report as presented.  Riddle seconded. Motion carried.

Director’s report
Terpening reported the following:

Adult Programming

  • 12 events with 305 attendees.

  • Winter Reading program had 179 participants reading 1213 books.

  • Needle felting program had 28 attendees.

  • The Eva Kor documentary film had 28 attendees.

Teen Programming

  • 10 events with 22 attendees.

  • Winter Reading program had 12 participants reading 31 books.

  • Girls Who Code program had 16 attendees.

Youth Services

  • 13 events with 338 attendees.

  • Winter Reading program had 77 participants reading 196 books.

  • The Wind Workshop had 35 attendees.

Circulation

  • Circulations are up and eformats continue to increase.

  • We made 102 new library cards in January.

Staff

  • Due to the resignation of Kendra McAdams, we are advertising for a Collection Development Librarian.

  • We hired two new staff members in January: Joel Knoll is our new part-time Library Assistant and Anthony Vest is our new Page.

  • Monday, February 17 will be our Staff Development Day.

Building & Grounds

  • Estimates for duct cleaning were obtained from two companies and prices ranged from $8000 to $23,000 for the main building. No decision has been made about whether or not to have it done.

Technology

  • After comparisons with two other companies, we would like to hire AVC to provide our managed IT services. They have been providing our accounting and payroll support for many years and they also offered the lowest price. Phillips made a motion to approve hiring AVC for our IT services. Riddle seconded. Motion carried.

  • Terpening attended Advocacy Day at the Statehouse. She joined other Indiana Librarians to help get a bill passed that would greatly benefit libraries. While there she was also able to meet with Senator Garten and Representative Goodin and she gave them each a copy of our Library History Book.

  • The architect that recently did an assessment of our building is interested in purchasing some old pieces of iron fence that were removed when the handicap ramp was installed several years ago. Terpening is going to talk to Madison Iron Works to get an idea of what it’s worth and the Board will decide whether or not we should sell it.

Friends of the Library

  • Next meeting will be March 17, 2020.

  • None.

Continuing Business

  • None.

New Business

  • Review of the Library Annual Report was tabled until the March meeting.

  • Approval of the Nonresident fee was tabled until the March meeting.

  • Phillips made a motion to approve the purchase of 20 new staff computers from AVC for $23,217.99. Butler seconded. Motion carried.
