REGULAR MEETING OF THE JEFFERSON COUNTY PUBLIC LIBRARY BOARD OF TRUSTEES

Public Hearing on the Internet and Computer Use Policy
No members of the public were present. The policy stands as approved November 11, 2021.

The regular meeting was opened at 4:02 P.M. by President Rosenberg. Terpening asked to add the Covid-19 Employee Relief Plan 2022 to new business. Wurtz made a motion to approve the agenda as corrected. Crafton seconded. Motion carried.

Crafton made a motion to approve the minutes from the November meeting. Wurtz seconded. Motion carried.

Crafton was appointed Secretary Pro tem by Rosenberg for this meeting.

Financial Report
Culp gave the financial report:

  • Operating Fund expenditures November 12 through December 9, 2021 were $112,464.58. Expenditures from all funds were $135,193.98. Operating Fund receipts were $1,081.22. Receipts to all funds were $15,027.59. Balance in the Operating Fund as of December 9 was $1,098,612.50. Total bank balance was $1,573,048.72.

  • There were 2 checks over $6,000:

    • $9,606.31 to Jefferson County Treasurer for health insurance premiums.

    • $6,151.22 to Midwest Tape for Non-print materials and Hoopla.

  • The following transfers were made within the Operating Fund:

    • $1,500.00 from 2.32 Paint and Painting Supplies to 2.23 Other Operating Supplies.

    • $1,000.00 from 3.61 Buildings and Structures to 3.42 Other Insurance.

    • $1,000.00 from 3.61 Buildings and Structures to 3.148 Public Databases.

Director Terpening’s report

Adult Programming

  • 12 events with 111 attendees.

  • Stories Buildings Tell, Part 1 had 42 attendees. The program was presented in partnership with Madison Main Street.

  • 2 DIY Clay Earrings Craft Programs with 35 attendees.

  • There were 5 online Landscape Painting and Portrait Drawing classes with 18 participants.

  • Hanover Book Group had 4 attendees.

  • The Library hosted 9 meetings with 65 attendees.

Children’s Services and Teens Programming

  • 19 programs with 405 attendees.

  • Story times and Mother Goose continued, socially distanced in the auditorium.

  • Take-and-Make crafts were available every 2 weeks.

  • Reading to Dogs had 26 attendees. WKM News did a report on this program.

Circulation

  • Increased 6% from 2020. Hoopla use is also increasing. The number of people coming into the library in November was up 35% from November 2020 and the Hanover Branch was up 40%.

  • Social media and website use stayed about the same.

Staff and Volunteers

  • Staff meeting was on November 23.

  • Staff Holiday party was held in person on December 4.

  • About half of the annual staff evaluations have been done.

  • Open enrollment for full-time staff benefits was November 22 through December 3.

Training

  • Terpening, McAlister, Motsinger and Randall attended the ILF Conference in person. The big focus was on diversity and inclusion and libraries moving forward in the time of a pandemic.

  • Indiana Public Library Association (IPLA) has established monthly meetings for directors.

Building and Grounds

  • Shutters are back up on the front of the building.

  • Board members had concerns about the condition of the sidewalks around the Library so McAlister attended the City's presentation on plans for sidewalk repairs. The Library's sidewalks are on the schedule for spring 2022.

  • Terpening received paperwork from the prosecutor's office concerning the broken window at the Hanover Branch last year. They know who was responsible. Along with the requested paperwork, she sent pictures and the invoice for completed repairs.

Services

  • A new Overdrive consortium is in the works with the State. All libraries will be in the same consortium, so it will give the Library better buying power and easier access for patrons.

Technology

  • The Evergreen upgrade over Thanksgiving weekend was successful but the internet was down for most of the day when staff returned to work on Saturday.

Miscellaneous

  • Volunteers are still needed for the Water/Ways Exhibit. Anyone interested should contact Ann Inman.

  • Board member, Terry Phillips was featured in the monthly newsletter this month. FOL members, Tina Jones and David Cassel built a Christmas tree made of books in the Library basement.

Friends of the Library - No report.

Correspondence

  • The library received the 3rd quarter 2021 report from the Community Foundation. Investment results were down - 1.09% but endowed assets were up 20.08% for the year.

Continuing Business - None

New Business

  • The Photography and Video Policy was tabled until January. Terpening will run it by legal counsel before approval.

  • Joyce made a motion to approve the updated Capital Assets Policy. Wurtz seconded. Motion carried.

  • The Investment Policy will be reviewed at the annual Board of Finance meeting, which will be held at 3:30 P.M. before the regular meeting on January 13, 2022.

  • Phillips made a motion to approve the updated Covid-19 Employee Relief Plan for 2022 as presented. Crafton seconded. Motion carried.
