The meeting was opened 4:06 P.M. by President Butler and the agenda was approved.
Minutes
Wurtz moved to accept the minutes from the regular November meeting as presented. Phillips seconded. Motion carried.
Friends of the Library
No report.
Financial Report
Culp gave the financial report:
Operating Fund expenditures November 15 through December 12, 2019 were $97,759.88. Expenditures from all funds were $109,686.96. Operating Fund receipts were $6,683.83. Receipts to all funds were $18,644.93. Balance in the Operating Fund as of December 12 was $719,175.66. Total bank balance was $1,244,939.19.
There was 1 check over $6000:
$10,876.09 to Jefferson County Treasurer for health insurance premiums (Library paid $8,658.85).
The following transfers were made within the Operating Fund in December:
$3000.00 from 3.14 Other Professional Services to 3.141 Adult Programming.
$1500.00 from 3.14 Other Professional Services to 3.146 Ebook Services.
$1500.00 from 3.24 Professional Meetings to 3.21 Telephone and Internet.
Riddle moved to accept the financial report as presented. Riddle seconded. Motion carried.
Director’s report
Terpening reported the following:
Adult Programming
17 events with 277 attendees.
Caroling with Santa had 97 attendees.
Local artist TeriLu Adler held a class on the fundamentals of needle felting at Hanover.
Teen Programming
9 events with 8 attendees.
The Anime Club is being replaced with a Teen Hangout night.
Girls Who Code begins in January.
Youth Services
19 events with 243 attendees.
Motsinger went to Sandstone in November to talk about the various types of materials available at the library and she demonstrated how playaways work.
Create-a-Carebear had 33 attendees at Hanover and 36 at Madison.
Circulation
We had 200 more circulations than this month last year. Over 1000 of those were print books.
Building & Grounds
The gutters have been cleaned at Hanover.
Staff
Lathrem will be inducted into the National Society of Leadership and Success at Ivy Tech on December 12.
Training
Terpening, Culp, and Poling have been attending webinar trainings in preparation for the new year and to learn about some new procedures in accounting.
Technology
We are looking at pricing for computer upgrades for staff in 2020.
Miscellaneous
The Adult Literacy Council is working with River Valley Resources to get the “Dolly Parton Imagination Library” in Jefferson County. It provides free books to children.
An event will be planned to celebrate the 10th anniversary of the Hanover Branch April 10, 2020.
Inman wrote and received a grant from The Indiana Humanities to have Indiana author Lori Rader-Day come here in April.
Bessenecker was accepted to participate in the Librarian Technology Academy offered by the State Library and Purdue.
Correspondence
The Friends sent a thank you note to the Board for providing them with donuts at the book sale.
Library staff received a thank you note from an appreciative patron for being so helpful.
We received a thank you note from Marci at Visit Madison for the Library History books that we donated for the Nights of Christmas homeowner’s gift baskets.
The Community Foundation report showed a .30% decrease to the endowed assets at the end of the third quarter. However, endowed assets have grown 13.14% through the first 3 quarters.

New Business
Board members agreed with Terpening’s recommendation to close the Library on Friday, July 3, 2020, for Independence Day and remain open on Saturday, July 4th.
Phillips made a motion to accept the JCPL Long Range Plan 2020-2024 as presented. Riddle seconded. Motion carried.
