REGULAR MEETING OF THE JEFFERSON COUNTY PUBLIC LIBRARY BOARD OF TRUSTEES

August 11, 2022

Present: Kathy Crafton, President; Robyn Ryle, Vice-President; Terry Phillips, Secretary; Joy Culp, Treasurer; Kelly Joyce, Sally Wurtz, Mary Kay Butler, Kathy Rosenberg, Judi Terpening, Director; Jess McAlister, Assistant Director.

President Crafton opened the regular meeting at 4:00 P.M. Wurtz made a motion to approve the agenda. Phillips seconded. Motion carried.

Rick Anderson from Veregy presented his proposal for an energy savings project for the Library. Several questions were raised by the Board. No decision was made at this time. Terpening will compile a list of questions and send it to Anderson.

Butler made a motion to approve the minutes from the July 14, 2022 regular meeting. Joyce seconded. Motion carried.

Treasurer’s Report & Approval of Claims
Culp gave the financial report:

  • Operating Fund expenditures July 15 through August 11, 2022 were $112,695.99. Expenditures from all funds were $126,720.07. Operating Fund receipts were $1,404.09. Receipts to all funds were $17,683.16. Balance in the Operating Fund as of August 11, 2022, was $1,621,678.36. Total bank balance was $2,121,323.53.

  • There were 2 checks over $6,000:

    • $9,903.72 to Jefferson County Treasurer for health insurance premiums.

    • $7,369.84 to Duke Energy for electricity at 3 buildings.

Phillips made a motion to approve payment of claims in the amount of $126,720.07. Wurtz seconded. Motion carried.

Director Terpening’s report

Adult Programming

  • 10 events with 49 attendees. Summer Reading had 147 participants with 991 books read.

  • There were 4 Online Drawing & Painting classes with 12 attendees.

  • 3 Landscape Painting & Portrait Drawing classes with 7 attendees.

  • When All Cheerleaders Were Boys; Sports & Gender Segregation had 16 attendees.

  • Hanover Book Group had 5 attendees.

  • Bird Houses/Feeders at Hope Community had 9 attendees.

  • There were 9 meetings with 41 attendees.

Children’s Services and Teens Programming

  • Total of 39 programs with 1,344 attendees.

    • Teen programming had 4 events with 25 attendees

  • Summer Reading participants:

    • Children's 298; Finishers 117

    • Young Adult 74; Finishers 25

  • Mother Goose on the Loose had 60 attendees.

  • Story Time Picnic in the Park had 13 attendees.

  • Story Line had 54 calls.

Circulation

  • Circulations were down in July compared to June but eBook circulations increased.

  • New library card signups increased.

  • World Book database usage increased. Terpening contacted school librarians to let them know what is available to students on the Library website.

  • Social media and website usage were down but Instagram was up.

Staff and Volunteers

  • Staff Development Day was Monday, August 8. The day included training sessions about human trafficking, therapy dogs and active shooter situations. There was also a scavenger hunt for team building.

  • Terpening and Poling attended the ILF Budget Workshop in Plainfield.

  • Terpening, Culp and Poling attended the virtual budget workshop with the DLGF representative.

  • Terpening attended the Director's Roundtable.

  • Terpening held a budget meeting with department heads.

Technology

  • Terpening showed Board members a tutorial of the new Reader's Advisory service on the JCPL website.

Ongoing and Upcoming Events

  • The LSTA grant has been completed.

  • Summer Reading ended July 31.

  • Take and Make crafts are available again.

Building

  • Hired Timbers Signs to make a new sign for the front of the Hanover Branch building.

  • There was a power brown out downtown on the evening of August 8, which triggered a fire alarm in the building. The fire department checked the building and there was no fire. A faulty power supply was discovered the following day.

  • Sent pictures of artwork in the library buildings to Hindman Appraisals. They are putting together a draft of art values.

Miscellaneous 

  • Teledoc is now available to County employees enrolled in the health insurance plan and members of their household.

Friends of the Library

  • Sidewalk sales in June made $277.85 and $336.75.

Correspondence

  • Received the 2021 annual report from the Community Foundation.

  • Received cards from La Casa Amiga thanking Motsinger for the outreach visits to their facility.

Continuing Business - None

New Business

  • Budget form 3 for 2023 was reviewed. Dates were set for the Public Hearing on September 8, 2022 at 4:00 P.M. and Budget Adoption on October 13, 2022 at 4:00 P.M.

Motion to adjourn by Phillips at 5:20 P.M. Joyce seconded. Meeting adjourned.
