The meeting was opened at 4:00 P.M. by President Rosenberg. Terpening asked to add 2 items to the agenda: Masks and Covid Employee Relief Plan. Wurtz made a motion to approve the agenda as amended. Crafton seconded. Motion carried.

Minutes
Butler made a motion to approve the minutes from the July executive session as presented. Seconded by Joyce. Motion carried. Wurtz made a motion to approve the minutes from the July regular meeting. Butler seconded. Motion carried.

Financial Report
Culp gave the financial report:

  • Operating Fund expenditures July 9 through August 12, 2021 were $101,173.28. Expenditures from all funds were $120,033.33. Operating Fund receipts were $1,878.53. Receipts to all funds were $18,053.98. Balance in the Operating Fund as of August 12 was $1,541,189.86. Total bank balance was $2,032,636.70.

  • There was 1 check over $6,000:

    • $9,599.47 to Jefferson County Treasurer for health insurance premiums.

Butler moved to accept the financial report as presented. Joyce seconded. Motion carried.

Director Terpening’s report

Adult Programming

  • 9 events with 350 attendees.

  • Summer Reading had 195 participants reading 1016 books. The program ended July 31.

  • There were 3 online Drawing and Painting classes with 225 participants and 3 in-person classes with 8 participants.

  • Author talk with David Kummer had 17 attendees.

  • Hanover Book Group had 14 attendees.

  • We hosted 2 meetings with 14 attendees.

Teen Programming

  • 3 events with 63 attendees.

  • Summer Reading had 47 participants with 276 cards turned in.

Children’s Programming

  • 28 in-house programs with 385 attendees. Outreach had 14 programs with 348 attendees.

  • Summer Reading had 229 participants with 740 cards turned in.

  • Youth Services thanks our summer reading sponsors Arvin Sango, McDonald's and Dairy Queen.

Circulation

  • We are adding more materials now because the backlog at some vendors is beginning to ship.

  • Outreach is growing. Computer use was up. Wi-Fi was down.

  • We had an increase in Facebook hits and a 2% increase in Instagram followers.

Staff and Volunteers

  • Staff member Robin Danner expressed an interest in learning American Sign Language in order to communicate with patrons in the deaf community or who use sign language. We hired a tutor to come in and work with her and she has completed her course.

  • McAlister and Randall have completed the courses required to achieve an LC-5 certification.

  • Staff Development Day was held on August 9. AVC Vice-President, Lisa Johnson gave a talk on internet security. Bystander Intervention training was presented by Evansville-Vanderburgh Public Library. The final program of the day was "The Library's Got Talent." Several staff members shared a wide variety of talents, hobbies, collections and interests.

  • Terpening and Culp went to “Succession Planning” at the Chamber of Commerce.

  • We hired a Local History Assistant, Alicia Zavala. She will assist Fife with the digitization project and learn more about the Local History Department. She has a BFA and library experience.

Building

  • An inside crack was discovered in a back window of the Hanover Branch and shortly after a rock flew up out of a lawn mower and broke another window. Glass Unlimited was called and will order replacements.

  • The person who was going to repair the shutters from the Madison building is now unable to do the job so the contractor will pick them up and take care of the repairs and painting.

Programs

  • September is "Library Card Sign up Month” so everyone who signs up for a new library card will be entered in a drawing. There will be one prize for children and one for adults.

  • We will be doing a 9/11 program with digital posters supplied by the 9/11 museum in New York.

  • Laura Cooper will be doing free Yoga classes in September. 

  • Heather Foy will be doing "Strive for Five" on Mondays for 5 weeks. 

  • There will be 2 Grab and Go programs in September for all ages. 

Services

  • We were able to get 2 free cell phones from T-Mobile. Charges for usage will be on our monthly bill. The phones will be used for Outreach and for Jillian Hendricks who primarily teleworks.

Technology

  • Alison Fulmer, a grant planner from NEDCC is doing a site visit today in preparation for the upcoming digitization project.

  • With help from the Boy Scouts and our maintenance and custodial staff we were able to recycle 62 old computers.

Miscellaneous

  • We received a framed ink print by Hannah Peddie-Miller as a gift from the Community Foundation.

Friends of the Library

  • The Friends made $2400 at the July book sale. The next sale will be held September 23-26.

Continuing Business

  • Wurtz made a motion to approve the Announcements and Exhibits Policy as written. Butler seconded. Motion carried.

New Business

  • Butler made a motion to accept the Commitment to Join the Indiana State Library Consortium for Public Library Internet Access. Crafton seconded. Motion carried. Joyce abstained.

  • The Internal Controls Policy was tabled until September so that recommended changes can be made before approval.

  • Phillips made a motion to accept the 2022 budget estimate as presented. Wurtz seconded Motion carried.

  • A public hearing for the 2022 budget will be held at 4:00 p.m. on September 9, 2021.

  • Terpening asked for the Board's recommendation regarding mask requirements for the public. The Board thinks that we should align our policy with the Jefferson County Health Department's recommendations. Staff is currently required to wear masks when unable to social distance.

  • Terpening asked for an extension through December 31, 2021 of the Covid-19 Employee Relief Plan. Wurtz made a motion to approve the extension. Joyce seconded. Motion carried.
