The meeting was opened at 4:02 P.M. by President Rosenberg. Wurtz made a motion to approve the agenda. Butler seconded. Motion carried.

Butler made a motion to approve the minutes from the March 10, 2022 regular meeting. Wurtz seconded. Motion carried.

Financial Report
Culp gave the financial report:

  • Operating Fund expenditures March 11 through April 14, 2022 were $157,492.28. Expenditures from all funds were $179,768.38. Operating Fund receipts were $3,669.45. Receipts to all funds were $28,542.45. Balance in the Operating Fund as of April 14, 2022, was $1,208,015.81. Total bank balance was $1,709,263.42.

  • There were 2 checks over $6,000:

    • $9,903.72 to Jefferson County Treasurer for health insurance premiums.

    • $15,970.00 to Selective Insurance for annual renewal of commercial package/workers comp.

  • The following transfers were made within the Operating Fund:

    • $2,100.00 from 4.52 Children's Books to 4.51 Adult Books.

    • $3,000.00 from 3.61 Buildings & Structures to 3.42 Other Insurance.

Crafton made a motion to approve payment of claims in the amount of $179,768.38. Phillips seconded. Motion carried.

Director Terpening’s report

Adult Programming

  • 13 events with 75 attendees.

  • There were 4 Online Drawing & Painting classes and 4 Landscape Painting & Portrait Drawing classes.

  • Hanover Book Group had 11 attendees.

  • St. Patty's Earring Craft Kit had 16 participants at Madison and 10 at Hanover.

  • Spring Wreath Craft Event at Hope Community had 6 participants.

  • There were 5 meetings with 52 attendees.

Children’s Services and Teens Programming

  • 13 programs with 319 attendees.

  • There were 20 Story Times to Go available at Madison and 12 at Hanover.

  • 78 Take & Make craft kits were available at Madison and 41 at Hanover.

  • 25 Story Line calls.

Circulation

  • People count was up about 1500 people from February to March and up 700 compared to March 2021.

  • Circulations were up 1,820 from February to March.

  • Social media and website usage continue to grow.

Staff and Volunteers

  • Children's Book Sale on Saturday made about $1000.00.

  • Terpening and McAlister attended the Public Library Association (PLA) Conference in Portland, Oregon March 23-25. There were over 4000 attendees. The focus was on Equity, Diversity and Inclusion and Digital Inclusion.

  • The first full week of April was National Library Week. A staff meeting was held on April 5, which was National Library Workers Day. Staff was treated to free coffee and donuts.

Community Involvement

  • Outreach Coordinator Hughes set up a table at the Jefferson County Health Fair. She was able to network with some other agencies.

Building and Grounds

  • Terpening has been considering changing HVAC companies. Dunlap and Company from Columbus, Indiana was recommended by some other customers in the area. An interview was arranged and an agreement was reached. Savings will be approximately $2000.00 a year.

  • A dumpster was rented and it has been filled with old and broken furniture and equipment. Anything usable was picked up by the Habitat Re-Store.

  • An estimate was obtained from Sandusky Construction for repair of the moisture damage in two stairwells of the Madison building. The board requested an additional estimate before hiring them.

  • The Town of Hanover Tree Committee will be planting redbud trees and daffodils along the highway at the Hanover Library building. 

Ongoing and Upcoming Events

  • Local History is digitizing yearbooks and put a request on Facebook for missing years.

  • Story Times in person will return in April.

Technology

  • The Library's cybersecurity insurance has been increased to $1,000,000.00.

Miscellaneous

  • Terpening shared results of an ALA survey about public libraries. People surveyed were overwhelmingly against removing banned books from public libraries.

Friends of the Library

  • Pop-up Book Sales will continue on Saturdays in the Reading Room through April. The annual Spring Book Sale will be held May 18-22.

Continuing Business - None

New Business

  • Wurtz made a motion to approve the Borrower Services Policy as amended. Butler seconded. Motion carried.

  • Phillips made a motion to approve the Disaster Recovery Plan for Computer Systems as amended. Crafton seconded. Motion carried.

  • The Personnel Policy with some changes was presented. The Personnel Committee will meet with Terpening to review and discuss proposed changes to leave time before a final copy is brought to the Board for approval.

  • Phillips, Butler and Ryle took the Oath of Office for new Board terms July 1, 2022 through June 30, 2026. McAlister notarized the Certificates of Appointment.
