REGULAR MEETING OF THE JEFFERSON COUNTY PUBLIC LIBRARY BOARD OF TRUSTEES

The meeting was opened at 4:00 P.M. by President Wurtz. Attendance was in person and via Zoom. Butler made a motion to approve the agenda. Rosenberg seconded. Motion carried. Joyce voted aye electronically.

Minutes
Rosenberg made a motion to approve the minutes from the March regular meeting as presented. Seconded by Butler. Motion carried. Joyce voted aye electronically.

Financial Report
Culp gave the financial report:

  • Operating Fund expenditures March 12 through April 8, 2021 were $82,220.59. Expenditures from all funds were $294,686.53. Operating Fund receipts were $2,697.35. Receipts to all funds were $225,364.41. Balance in the Operating Fund as of April 8 was $1,171,461.56. Total bank balance was $1,674,840.74.

  • There was 1 check over $6,000: 

    • $9,599.47 to Jefferson County Treasurer for health insurance premiums.

  • $200,000.00 of the Rainy Day Fund was transferred from First Financial Bank to Trust Indiana on 4/1/21. The investment was approved at the February Board meeting. Phillips asked if we should consider a CD investment in addition to Trust Indiana. We will check local rates.

Phillips moved to accept the financial report as presented. Crafton seconded. Motion carried. Joyce voted aye electronically.

Director Terpening’s report

Adult Programming

  • 6 events with 379 attendees.

  • Hanover Book Group met via Zoom with 9 attendees.

  • Online Drawing and Painting Class had 370 attendees in 5 classes. Focus was on portraiture.

  • We hosted 5 meetings with 35 attendees.

Youth Services and Teen Programming

  • 24 programs with 787 attendees.

  • Story Times to Go kits are still available. They include 2 books and an activity bag.

  • Grab & Go crafts are still popular for children, teens and adults.

  • Children's book bundles are still available for checkout.

  • We added 2 STEM Saturday to Go programs.

Circulation

  • Physical circulations are still down but improving. Electronic checkouts are increasing slightly. Social media had an increase in usage.

Staff and Volunteers

  • We hired Hannah Hughes as the new Outreach Assistant. She is currently studying English at IUS and is interested in exploring a long-term career in the library field.

  • April 4-10 is National Library Week.

Building

  • The color committee has chosen the new colors for the outside of the Madison building and the inside basement. Painting will begin soon. Work has already begun on the outside woodwork, window trim and pillars.

Programming

  • Mother Goose on the Loose was our first in-person story time since covid and was held at John Paul Park so attendees could socially distance. Registration filled up quickly.

Covid-19

  • The statewide mask mandate ended on April 6. Terpening surveyed staff to ask what they were comfortable with and she asked the County Health Department what they recommend. Based on that information, she asked for recommendations from the Board regarding Library policy. It was decided that word "required" will be removed from Library signage and will now contain wording that kindly suggests wearing a mask. However, a staff member may ask a patron to wear a mask if close contact is necessary to assist them. Masks will still be required for all staff members.

  • The following Library hours will remain in effect until further notice. Madison: Monday-Friday 10am-6pm; Saturday 10am-3pm. Hanover Branch: Monday-Friday 10am-5pm; closed Saturday.

  • We have opened up the study room in Hanover for only 2 people and masks are required.

Friends of the Library

  • FOL held their first in-person meeting since covid on March 16. The annual spring sale will not be held in May but there could be some pop-up sales later in the summer. They have asked for a moratorium on donations until summer because they don't have room for any more books. The annual meeting will be April 20 and officers will be elected.

Continuing Business - None

New Business

  • The Borrower Services Policy was discussed and tabled until May.

  • The updated Covid-19 Employee Relief Plan was discussed. Our current policy ran through March 31, 2021. The updated policy as presented would be effective April 1-September 30, 2021 and reviewed again at that time. Phillips made a motion to approve the policy as presented with changes. Ryle seconded. Motion carried. Joyce voted aye electronically.

  • The updated Personnel Policy was reviewed and discussed at length. Rosenberg made a motion to approve the personnel Policy with changes as discussed. Butler seconded. Motion carried with 6 ayes. Joyce voted aye electronically. Phillips voted nay.

  • Terpening asked to table discussion of the Disaster Relief Plan for Computers until May. She sent our current policy to AVC to review since they are now our IT company.

  • A decision about whether or not to close the Centra Savings account was tabled until we check local CD rates.
