The regular meeting was opened at 4:00 P.M. by President Seifert.

Minutes
Minutes from the January Board of Finance meeting were approved on a motion by Jackson and a second by Gibson. February minutes were approved on a motion by Gibson and a second by Sparks. March minutes were approved on a motion by Riddle and a second by Rosenberg.

Financial Report
Culp gave the financial report. Expenditures from March 15 through April 11 were $113,028.74. There were three checks over $6000; Baker & Taylor Books $7231.10, Treasurer of Jefferson County $6464.76 for insurance premiums, Indiana Department of Workforce Development $7222.89 for 1^st quarter unemployment insurance. Balance in the Operating Fund as of April 11 was $206,518.89. Claims approved on a motion by Wurtz and a second by Jackson.

Director’s Report
- ENA is scheduled to complete the fiber at Hanover on April 8^th.
- One of the two sewage pumps failed last week but our maintenance man, Ron Marshall was able to get it restarted this week, eliminating the need for a plumber.
- The new public computers at the Hanover Branch should be installed within the next two weeks. Three new staff computers have now been installed at Madison.
- Friends of the Library gave the library $2000 for a 55-inch flat screen TV, which is now mounted to a wall in the auditorium. We had enough money left to purchase a sound bar, dvd player, acrylic screen protector, a locking cabinet for gaming equipment and necessary cords and connectors. The gaming equipment, including a Wii, was purchased with 2012 encumbered funds and will allow programming opportunities for all ages.
- We sent a letter to the State Library requesting an extension until June 1^st to complete the updates to our Long Range Plan. Two of five parts have already been completed and we should be finished ahead of schedule.

Continuing Business
Board members who were not present last month were updated on the current plans for honoring Board retirees. A final decision should be made at next month’s meeting.

Press releases for National Library Week, April 14-20 and National Volunteer Week, April 21-27 have been sent to the Madison Courier.

Jackson moved to adjourn the regular meeting at 4:45 P.M.

The meeting was opened at 4:02 P.M. by Secretary Gibson.

Minutes
Minutes from the February meeting were tabled until the April meeting.

Financial Report
Culp gave the financial report. Expenditures from February 15 through March 14 were $123,876.37. There were three checks over $6000; Baker & Taylor Books for $7060.80, Treasurer of Jefferson County $6464.76 for insurance premiums, Cardmember Service (Visa) $18,562.26. The reason for the high Visa payment was the purchase of 24 new computers and new gaming equipment for Young Adult programs. The purchases were made with 2012 encumbered funds. Balance in the Operating Fund as of March 14 was $301,303.52. Claims approved on a motion by Jackson and a second by Riddle.

Director’s Report
- A large section of sidewalk was replaced behind the library leading from the auditorium to the garage at the suggestion of the Friends of the Library. Original bid was $595 but it was found that more sections needed replaced during the job which will cost an additional $100 to $125.
- Optical fiber is up at Madison and there is noticeable improvement. Hanover should be scheduled within 60 days.
- All public computers have now been replaced at Madison.
- E-rate filing has been completed for telephone service. We filed for standard and VOIP service and will decide after the spring tax draw which one to pursue.
- The Snyder paintings are now securely mounted to the walls of the conference room. Thanks to Chip Binzer who did the job for no charge.
- King’s Daughters’ Hospital donated “Big Bird” from their pediatrics department to our Children’s Department as they will not be moving it to the new hospital.

Continuing Business
Stokesberry said that the FOL has purchased part of the gift for Board retirees.  A decision on the remainder of the gift will be discussed next month.

New Business
Rosenberg reminded the Board members that the director should be evaluated annually. It will be scheduled for next month.

Jackson asked for an update on Unique Management. Dowell reported that the library has seen a significant increase in return of long overdue materials and payment of fines. Stokesberry added that there has been no negative feedback and since the charges are revenue neutral it costs us nothing. Riddle asked if patrons are allowed to use their cards when they have overdues and fines. Stokesberry said that sometime in the future he would like to revisit the Board’s decision to allow patrons use of our public computers even when they have long overdue items.

Jackson also asked if we know how many patrons renew their materials online. Dowell said we have no way of tracking that information at this time.

Annual Meeting

The Jefferson County Public Library Board of Finance met on January 10, 2013 at 4:00 P.M. at 420 West Main Street, Madison, Indiana. The first order of business was to elect officers. A motion was made by Gibson to retain Margaret Seifert as President and Sally Wurtz as Secretary for the 2013 calendar year. Jackson seconded. Motion approved.

The written investment report for 2012 was presented and reviewed. The board discussed the new state laws governing investments, which took effect in July 2012 and there was a question about how much can be invested. Culp will contact Charlie Pride at the State Board of Accounts to get clarification on that question and report back next month.

The current investment policy was reviewed and discussed. Culp presented a sample policy that specifically addressed the new state laws. Seifert stated that our current policy should be sufficient since it references the Indiana Code. No changes were recommended.
